Au,qust 27, 2002 <br /> <br />"A RESOLUTION RECOMMENDING APPROVAL OF CERTIFICATE OF PUBLIC <br />NEED APPLICATIONS FILED BY THE BON SECOURS MARYVIEW MEDICAL <br />CENTER TO ESTABLISH OPEN HEART SURGERY SERVICES AND TO ADD A <br />SECOND CARDIAC CATHETERIZATION LABORATORY. <br /> <br /> WHEREAS, the Bon Secours Maryview Medical Center ("Maryview") opened its <br />doors in 1945 and has been serving the citizens of Portsmouth and surrounding <br />communities for 57 years; and <br /> <br /> WHEREAS, Maryview today serves patients from the cities of Portsmouth, <br />Chesapeake, Suffolk, Smithfield and Franklin, and from the counties of Isle of Wight and <br />Southampton, and other surrounding localities; and <br /> <br /> WHEREAS, these communities collectively make up what is called Western <br />Hampton Roads or western Tidewater; and <br /> <br /> WHEREAS, the communities of Western Hampton Roads, including Portsmouth, <br />have death rates from heart disease higher than the rest of Hampton Roads and higher <br />than the Virginia average, and <br /> <br /> WHEREAS, studies have indicated that a locally-placed Open Heart Surgery <br />Program could help to reduce levels of cardiovascular disease and save lives; and <br /> <br /> WHEREAS, the development of an Open Heart Surgery Program at Maryview <br />would enable residents of Portsmouth and other Western Hampton Roads localities to <br />receive more readily-accessible cardiac care; and <br /> <br /> WHEREAS, Bon Secours Hampton Roads Health System, of which Maryview is <br />a part, is already the leading provider of medical cardiology services in the region; and <br /> <br /> WHEREAS, Maryview has applied to the Virginia Health Department for <br />permission to add a second cardiac catheterization laboratory and to build and operate <br />an Open Heart Surgery Program in Portsmouth; and <br /> <br /> WHEREAS, Maryview's program will be developed through an affiliation with one <br />of the nation's leading cardiothoracic surgery programs, thus ensuring the highest <br />quality; and <br /> <br /> WHEREAS, the proposed program at Maryview will create more than 30 new <br />highly-skilled jobs and will draw patients to the area; and <br /> <br /> WHEREAS, the establishment of an Open Heart Surgery Program by Bon <br />Secours Hampton Roads Health System will provide patients, employers and <br />physicians a choice of open heart providers. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby urges the Eastern Virginia Health Systems Agency <br />and the Virginia Department of Health to approve the Certificate of Public Need <br />applications filed by the Bon Secours Maryview Medical Center to add a second cardiac <br />catheterization laboratory and to establish Open Heart Services. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward <br />copies of this resolution to the members of the Board of Directors of the Eastern Virginia <br />Health Systems Agency." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 262 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br />
