January 10, 1995 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $80.,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR RECONSTRUCTION AND ADDITION OF A THIRD <br />COURTROOM TO THE GENERAL DISTRICT COURT." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />award the design contract to Williams, Tazewell and Associates <br /> and the contract for preparation and monitoring of asbestos <br />~batement to BCM Engineers, and was adopted by the following <br />vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-15 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $41,325 for an environmental <br />assessment for Craney Island. <br /> <br /> A. An ordinance to appropriate $41,325 from the Capital <br />Improvements Fund for an environmental assessment statement <br />which will evaluate the environmental impacts of several <br />potential uses of the land by the City. <br /> <br /> B. A motion to award the contract to Joyce Engineering to <br />complete this work. <br /> <br /> "The Congress recently passed special legislation <br />authorizing the sale of 91 acres on Craney Island from the Navy <br />to the City of Portsmouth. The parcel to be transferred <br />contains the Craney Island Landfill, which the City has been <br />operating since 1971. The Navy has been leasing this land to <br />the City. <br /> <br /> The transfer of this property is governed in part by the <br />National Environmental Policy Act (NEPA), which requires that <br />the Navy sign a "Finding of No Significant Impact" Statement. <br />This statement cannot be signed until an environmental <br />assessment is prepared and accepted by the Navy. The environ- <br />mental assessment will evaluate the environmental impacts of <br />several potential uses of the land by the City to ensure that <br />there will be no significant environmental degradation caused <br />by the transfer of the property. <br /> <br /> In 1990, the City selected Joyce Engineering to perform <br /> the engineering work to satisfy the State and Federal <br /> requirements of operating the landfill. As an extension of <br /> this work, Joyce has submitted a proposal in the amount of <br /> $53,200 to prepare the required environmental assessment. <br /> <br /> The 1993-98 Capital Improvement Plan authorizes $200,000 <br /> in FY 93-94 for the landfill. The Director of Public Works <br /> recommends that $41,325 be appropriated from this <br /> authorization, ($11,875 is available from previous <br /> appropriations} and that a contract be awarded to Joyce <br /> Engineering to complete this work. <br /> <br /> I concur with the Director of Public Works and, with your <br /> approval of this item, the balance in the Capital Improvements <br /> Fund will be $9,120,926." <br /> <br /> <br />
