Martin, to <br />adopt the following ordinance, and was adopted bY the following <br />vote: <br /> <br /> ,'AN ORDINANCE TO APPROPRIATE $41,325.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR AN ENVIRONMENTAL ASSESSMENT OF CRANEY <br />ISLAND." <br /> <br />Ayes: Clemens, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemens, to award <br />the contract for an environmental assessment of Craney Island, <br />and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-16 - Letter from the City Manager recommending adoption of an <br />ordinance to amend Section 23-46, 23-48(a), 23-49 and 23-50 of <br />the Code of the City of Portsmouth, Virginia pertaining to <br />inoperative vehicles. <br /> <br /> "Revisions to the ordinance regarding inoperative motor <br /> vehicles are presented for your consideration. These revisions <br /> are part of a comprehensive review of Code Enforcement <br /> ordinances and policies in accordance with City Council's Goals <br /> and Objectives. <br /> <br /> The proposed changes include reduction in compliance time <br />from 20 to 5 days, more specific language on car covers and <br />eliminating the Police Department from the vehicle removal <br />process. These revisions will reduce the time from citation to <br />towing and will rid our City of unsightly tarps used to cover <br />cars. <br /> <br /> The implementation date for this ordinance is February 15, <br />1995. This will allow time to obtain bids from towing companies <br />and will provide time to notify citizens of this proposed change <br />in the law. <br /> <br /> I, therefore, recommend your adoption of the proposed <br />revisions to the City Code." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to adopt <br />the ordinance. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemens, to <br />amend Section 23-49 and 23-50 from five days to ten days for <br />removal of an inoperative vehicle, and was adopted by unanimous <br />voice vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to adopt <br />the following Ordinance as amended, and was adopted by the <br />following vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTIONS 23-46, 23-48 (A), 23v49 AND <br />23-50 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988}, AS <br />AMENDED, PERTAINING TO INOPERATIVE VEHICLES." <br /> <br />Ayes: Clemens, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-17 - Letter from the City Manager recommending adoption of <br />the following resolutions and ordinance pertaining to the City <br />of Portsmouth Capital Improvement Plan, the issuance of General <br />Obligation Bonds to provide the necessary funds for the various <br />improvement projects, and an increase in the Real Estate Tax <br />rate. <br /> <br /> <br />
