January 10, 1995 <br /> <br />94-478 - Rezoning application: <br /> <br />94-478 (c): <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />adopt the following ordinance, approved on first reading at the <br />public hearing meeting on December 12, 1994, and was adopted by <br />the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z-94-13." <br /> <br />Ayes: Clemons, Griffin, Pitts, Webb <br />Nays: None <br />Abstained: Hawks and Martin represent property owners, <br />Robinett is a primary owner. <br /> <br />and <br /> <br />95-12 - Resolution exempting the Girls Incorporated, Center for <br />Youth of Southwest Hampton Roads from taxation within the <br />context of 6(a) (6) of Article X of the Constitution of <br />Virginia. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Clemons, to adopt <br />the following resolution, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION SUPPORTING THE APPLICATION OF GIRLS <br />INCORPORATED, CENTER FOR YOUTH OF SOUTHWEST HAMPTON ROADS, FOR <br />DESIGNATION AS A CHARITABLE ORGANIZATION WITHIN THE CONTEXT OF <br />SECTION 6 (a) (6) OF ARTICLE X OF THE CONSTITUTION OF VIRGINIA. <br /> <br /> WHEREAS, in accordance with Section 30-19.04 of the Code <br />of Virginia, 1950, as amended, the Council of the City of <br />Portsmouth, Virginia held a Public Hearing on Tuesday, December <br />13, 1994, to consider the application for exemption from taxes <br />filed on behalf of Girls Incorporated, Center for Youth of <br />Southwest Hampton Roads, for real property located at 5815, <br />5851 and 5901 Portsmouth Boulevard, Portsmouth, Virginia, and <br />used by the applicant exclusively for charitable purposes on a <br />non-profit basis as set forth in Section 58.1-3650 of the Code <br />of Virginia, 1950, as amended; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has examined and considered the provisions of Section 30-19.04 <br />(B) of the Code of Virginia, 1950, as amended, and the <br />questions posed by same with respect to the petition of Girls <br />Incorporated, Center for Youth of Southwest Hampton Roads. The <br />assessed value for the property in question, owned by the <br />organization requesting exemption, is $197,460.00 and has a <br />property tax of $2,606.40 for the current tax year. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, supports the request of Girls <br />Incorporated, Center for Youth of Southwest Hampton Roads, a <br />non-profit organization, for designation-as a charitable <br />organization within the context of Section 6 (a) (6) of Article <br />X of the Constitution of Virginia, and that its real property <br />located at 5815, 5851 and 5901 Portsmouth Boulevard, in the <br />City of Portsmouth, Virginia, owned by it and used by it <br />exclusively for charitable purposes on a non-profit basis, be <br />determined to be exempt from taxation in accordance with <br />Section 58.1-3650 et seq., of the Code of Virginia, 1950, as <br />amended. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward copies of this Resolution to <br />State Senators L. Louise Lucas and Frederick M. Quayle and <br />Delegates Kenneth R. Melvin and William S.
