JanUary 10, 1995 PUBLIC HEARING - 56:7 95-10 - Public hearing for the purpose of considering the adoption of a resolution to authorize the City to contract a debt and to issue General Obligation Public Improvement Bonds of the City of Portsmouth, Virginia in the ~unount of $8,000,000 (Eight million dollars) to provide for the funds to pay the costs of various capital improvement projects of the City and to authorize and provide for the issuance and sale of a like amount of General Obligation Bond anticipation notes in anticipation of issuance and receipt of the proceeds and sale of such bonds. 1. Carleen Smith, 166 Webster Avenue, spoke in opposition to removal of the Leckie Street Bridge. 2. Lloyd Beazley, 3186 Reese Drive, spoke in opposition to removal of a pumper apparatus from the CIP. 95-11 - Public hearing for the purpose of considering an increase in the Real Estate Tax Rate. 1. Jerome Nickerson, 4713 Rivershore Road, spoke an opposition to the proposed tax increase. 2. Purvis Richardson, 2607 Evergreen Place, spoke in opposition to the proposed tax increase. 3. Lee King, 1504 Belafonte Drive, spoke in opposition to the proposed tax increase. 4. A. C. Palmer, 1717 A Street, spoke an opposition to the proposed tax increase. UNFINISHED BUSINESS - CONSENT AGENDA 94-478 Code Amendment and rezoning: Motion by Mr. Robinett, and seconded by Mr. Griffin, to adopt the following ordinances, approved on first reading at the public hearing meeting of December 12, 1994, and was adopted by the following vote: 94-478 (a): "AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF.THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY ADDING THERETO SECTION 40-41.3.1 ~ BY AMENDING TABLES 40-43.1-1 AND 40-44-1 THEREOF, PERTAINING TO THE CREATION OF A RESIDENTIAL RS-85 ZONING DISTRICT." 94-478 (b): "ZONING AMENDMENT ORDINANCE Z-94-12." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None
