<br />School, opened the meeting with prayer which was folloWed by
<br />the Pledge of Allegiance to the Flag.

<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.

<br />95-08 - Joint public hearing with the Portsmouth Redevelopment
<br />and Housing Authority to consider proposed Plan Amendments to
<br />the Crawford, Hattonsville and Twin Pines Projects.
<br />
<br />1. Randall Williams, 1504 Tree Ridge Road, Richmond, spoke in
<br />opposition to acquisition of his property located in the Twin
<br />Pines neighborhood.
<br />
<br />95-09 - Public hearing for the purpose of obtaining citizens
<br />views and co~ents on the 1995 proposed Consolidated Plan for
<br />the City of Portsmouth and the opportunity to comment on the
<br />Proposed Section 108 Loan Guarantee Initiative.
<br />
<br />1. Harvey Johnson, Jr., 2400 Palmer Street, spoke on the Galaxy
<br />Project.
<br />
<br />2. Bruce Asbury, Portsmouth Community Development Group,
<br />thanked the Commissioners for favorable consideration in the
<br />proposed plan.
<br />
<br />3. Raleigh Harsley, 2124 Peach Street, spoke on the Galaxy
<br />Project.
