<br />tion to all of the people cf the state so tbmt they ~y k~ow frankly why it has opposed an
<br />increase in te~es at this time.

<br />property is assessed at ~oo small a valuation, desire to see such injustice done as the present
<br />system of assessments of property is causi~,.and in order to bring it directly to their at-
<br />tention, respectfully requests the papers published in_ this city to ~51ish copies of these
<br />resolutions so that other papers ~ the s~tg~ city andcor~_ty alike~ may eec:them andatso
<br />publish them if they wish to'do so."

<br /> ~ne following ordinances were presented and read for an increase in rates for street cars
<br />of the Virgf~ula Railway & Power Co.:
<br /> "An Ordinance to Prescribe the Rates of Charge f0r~the Trans-
<br />portation of Passer. ers by Electric Street Railways in the City of Portsmouth, Virginia.
<br />
<br /> Be it ordained by the Council of the City of Ports~outh.
<br /> Section 1~ That any and all per-
<br />eons, firms e~ corporations operating electric street railways in ~e City~ of R0rtemouth, ,Vir-
<br />ginia, under any franchise or franchises heretofore granted by the City may charge for~ the
<br />trar~portation of passengers within the city limits, except for school~children of whom special
<br />tick, ts are now provided, the sum'of six cents per passenger om five tickets for thirty cents;
<br />payment of the said fare or ticket shall entitle the passenger to a continuous ride to the end
<br />of the city limits or one-farezzone, exceDt that where transfers s~e issued an additional charge
<br />of two cents for each tran~fer issued sb~ll be made,
<br />
<br />~Section 2. That tickets herein provided for sb~ll be sold on cars, except school tm~kets.
<br />
<br /> "Section 3. That an~~ person, firm or corporation charging the rates herein provided fo~
<br />shall pay to the ~City of Portsmouth, ten per cent of the gross earnings i~ excess of the gross
<br />earnings for the corresponding period of the year ending June 30th, 19!9, within the same City
<br />Ii._its; or pay to the City of Portsmouth, all ~evenue received for transfers as authorized here-
<br />in, whichever shall yield most reven~.e to the City of Porzsmouth, sa~ payments in emther c Se
<br />to be made on the 20th of each month for payments due on account of the operators of bhe pre-
<br />ceding month.

<br /> "Section ~. ~ That this ordinance shall not amend or extend any existing,franchise or fran-
<br />chmses, but is the exercise of the right by the Couucml of toe City of Portsmouth to fix re~son-
<br />able rates and is a waiver by the City of Eortsmouth in view of e~isting emerEenCY of itsl right~
<br />to requzre sr~ a~d all persons, firms or corporations operating electric street ~railways in ~he
<br />City of Portsmouth to charge less fs_~es or cnarge~ than those herein orescribed, subj et to
<br />wzvhdra~al at any time.

<br />Sec.~mon 5. That this ordinance shall be in force from and after its passage.?'

<br />persons, firms or corporations operating electric street railways in the City of Portsmouth,
<br />Virginia, under any franchise or franchises heretofore granted by the city~y c~rge For the
<br />transportation of passengers within the. city l~its, except for school children for whom special
<br />tickets are now provided, the sum of seven cents per passenger or five tickets for thirty five
<br />cents, payment of the enid fare or ticket shall entitle the passer~er to a continuous ride to
<br />the end of the city limits or one-fare zone, including transfer.
