R~ O. P. <br /> <br />Augas.t 12th, 1919 <br /> <br /> ~why labor is opposed to an increase in rates for street cars. <br /> On motion, the ~ivilege of the floor was extended to Mr. C~rraway, of the Virginia <br /> Railway &~Power Co., who requested that the Cottucil postpone action on the ordinances until the <br /> next meeting of the body. M~. L~mson, of the Utilities Cormmittee, Central Labor Union, spoke <br />~agains% the l~roposed increase ~rates. <br /> Then L~. Culpepper offered the following resolution, which was adopted: <br /> <br /> "WBP~REAS, In view of the fact that the Virginia Railway & Power Company in the last two <br />or three years has ~ade no improvement of arqv nature, such as rebuilding, repairing or repaint- <br />ing of cars, or to its tracks, and no additional equipment of any value has been added, and no <br />other i~prove~ent is apparent in Portsmouth, and <br /> <br /> "V~AS, The City Co~cil has had presented to it no information that the operatin~ cost <br />has been materially increased or t~hat the receipts have been reduced, <br /> <br /> 'T~FORE, BE IT HEo0L'~D, Tt~t the Cotu~cil of the City does not deem it expedient to a- <br />gree to any increase of the present ra~e, <br /> <br /> "BE IT FURTHE~ RESOLVED, That the City ~anager, City Attorney, and the Department of Public <br />Service be instructed to represent the Couneit before the State Corporation Co~ission and to <br />protest against any increase in rates.~ <br /> <br /> Nr. Herbert presented a statement from t~e School Board that there is now d~.e on account <br />of the New ColOred School $~,68~.29 for ArChitect's fees; and said statement was referred to <br />the Department of Finance. <br /> <br /> Mr. Herbert presented a petition from the Fourth W~wd Social & Athletic Club that it be <br />granted permission to move the dwelling now situated at the southeast corner of Fourth and Ran- <br />dolph streets to"the ~outh side of Randolph street next to the corner of Third street. <br /> On motion, the petition was referred to the Dep~rtment of Law and City Attorney. <br /> <br /> ~. Herbert presented also a conmutuaication from the City M~nager concerning conditiOn <br />of the City Canal fro~ Tadkin to the upper concrete da~, and requested an appropriation of <br />to re-instate the ds~ in the canal at Tadkin. <br /> On motion, the appropriation ~as referred to the Special Water Co~nittee. <br /> <br /> On motion of ~. Culpepper, the advisability of placir~ a light at the corner of Cooke and <br />Bkystreets was referred to the City ~.~anager. <br /> <br />On motion, adjourned. <br /> <br />AND <br /> <br /> <br />
