<br />Reports wore read from t~ Agent of the State Board of Charities and Corr~ctzon~ of his
<br />~visits to the City Jail on July 15th and A~st 8th, 1919; and same were referred to the Depart-
<br />ment of Publlc Service.
<br />
<br /> A co_~t~tuaication was read from the Superintendent of Schools' stating tb~t there will be need-
<br />ed during the month of August, in addition to all requests already made, $6,000,00 for Repairs
<br />to School Buildim~s and Supplies°
<br /> On motion, said com_va~uication was referred to the Dep~rtment of Finance.
<br />
<br /> A commt~uication was received from certain property owners and residents on the north side
<br />of the 900 block of London street requesting that some form of curbing be placed on the same, and
<br />also that a light be placed at the corner of London and HaSten streets.
<br /> on motion, the request for cribbing was referred to the Department of Pufolie Service and
<br />the request for a light was referred to the Department of _Public Safety, with City ~{anager.
<br />
<br /> A bond of Edna E. Hutcheson to amount of~$5,000, as Deputy City Collector, was ordered to
<br />be filed, after approval by the City Attorney.
<br />
<br /> A bill of Predk. W. McCook to amount of $3.60, for soil tax paid in error for the yea_~s
<br />~91V and 1918, on #2011 Queen street, was referred to the Dep~tment of Pin~nce.
<br />
<br /> A petition of certain citizens and residents on Stonewall street requesting that curbing be
<br />pIaeed on said street, from Green to Chestnut, was referred to the Deoartment of I~3blic Se_vmce
<br />and City }f~nager.
<br />
<br /> A bill of the Clerk of the Co~t to amount of $48.00, for making copies required by law of
<br />the list of poll taxes, 1V998 words @ $.02~ for each ten words, was referred to the Department
<br />of Finance.
<br />
<br /> A petition was read from Thcs. J. Norecock that he be relieved from payment of the sum_ of
<br />$1~4.00, charged as soil tax against the properSy which he owned in the Seventh Ward for the
<br />years 1914-18, inclusive, according to attached statement of the City Collector.
<br /> On motion, the petition was referred to the Fine, ace Department.
<br />
<br /> A communication was read from residents of EL~ Ave., protesting against any ftu3ther cur-
<br />tailm~ent of the present drainage system for the City and !~e Ward, between Peachtree street and
<br />Maple Ave., and offering suggestions for bettering the drainage conditions in this vioinity;
<br />and same was referred to the Department of Public Service with the City ~nager.
<br />
<br /> The following resolutions were presented, which D~d been adopted by the City Cotuucii of
<br />the City of Lynchb~g, and the Clerk of said City requested that Portsmouth adopt such a reso-
<br />lution:
<br /> "~HEP~E~S, It appears from the report of Hon. C. Lee ~oore, Auditor Of Public Accounts,
<br />to the governor of Virginia for the fiscal year, ending September 30th, 1918, that nine con, ties
<br />~_u the state paid to the state d~ing the past fiscal year, the sum of $149,842.09 more money
<br />than was paid ba~k to them out of the state treasdry and the remaining ninety one Counties were
<br />pamd out of the Sta~e Treasur2, the su~ of $1,533,859.10 more money then they.contributed to
<br />the state, thereby causing a loss to the State of $~384,01V.01 for the co~ntzes; and
<br />
<br /> "WHEREAS, the cities of the state as shown by said report d-~ring the same fiscal yea_w, paid
<br />to the State, the sum of $2,401,085.28 more money than_ was paid back to them by the State; and
<br />
<br /> "~R_EAS, it seems to be generally know~ tt~t such deplorable conditions are due in a large
<br />measure to the average assessments of property in the co~.uties being considerably less than are
<br />the average assessments of property.in the~cities of the ~ ~ ·
<br /> s~a ~e, and
<br />
<br /> "WP~REAS, the attentio~.~of the Council of the czty o~ yncno~rg has bee.n called to ~he plan
<br />that has b~en suggested .to z~,crease the prooerty tax for hzg~_ways in the Stase from $~ to 15~
<br />in addition to an increase in ~the Automobile License Tax; and
<br />
<br /> "W~AS,.The Council of the City of Lynchbu~g believes that there should be an equal and
<br />uniform assessment of ~operty throughout Virginia before additional taxes are imposed upon the
<br />people of the state;
<br />
<br /> ~NOW, ~P~FORE, BE IT P~SOLVED BT ~ C0~CIL OP TP~__~ CITY 0F ~CHBURG,
<br /> FIRST: - That it
<br />believes that the state, legislat~e sho-~ld first have a fair, equal and uniform asessment of
<br />property over the whole state and o~til that is done, no increase should be made 'in taxes by
<br />the Legislature.
<br />
<br /> "SECOnd:- That until ~he Legisiato~e enacts a law which will bring about an equal and urui-
<br />fo~m assessment of property over the whole State, the member of the House of Delegates from thia
<br />city a~d the member of the state senate from the district composed of Lynchb~_~g and Campbell
<br />County, be, and they hereby are respectfully but earnestly requested to vote against and to op-
<br />pose the plan for an increase in taxes.

<br /> "THIPD:- TP~t the clerk of the City Council be, and he hereby is directed to send certified
<br /> copies of these resolutions to the city councils of the several cities in the state w~%h the re-
<br /> que~ that they respectfully consider this vital matter, and if they can see their way cle~ to
<br />-do so, to take s imil~ action.

<br /> "FOL~TH:- That the presidents of the coniston'ecu_nell and the board of aldermen are hereby
<br />authorized to.send representatives from the city of Lynchb~mg t~ Richmond at the expense of the
<br />city to appear before the proper oo~ittee or committees of the legislature to oppose an increase
<br />in taxation ~mtil ~ plan has been devised to insure an equitable and uniform assessment of pro-
<br />hetty in the whole state.
