Sep~e~er 9, 1919 <br /> <br /> The following, ordinance, which had been ordered to lie on the table September 1st, was <br />taken up and read: <br /> An 0rdinanee to P~escribe the Rates of Charge for the Transportation of Pas- <br />sengers by Electric Street Ra~!ways in the City of Portsmouth, Virginia. <br /> <br /> Then Mr. Culpepper, Chairman of the Department of Public Service, offered the following <br />resolution in connection with the ordinanee: <br /> "BE IT RESOLVED BT THE 'COUNCIL OF T~ 6ITYOF <br />PORTSMOUTH, VA., That the City Clerk be and he is hereby dtnected to advertise the accompanying <br />Ordinance marked "A" for ten days in some newspaper published in the City of Portsmouth and that <br />the~ said ordinance will be COnsidered for passage at a meeting of the Council to be' held on the <br />!gth day of Sep~e~e~, 19!9o" <br /> <br /> · hereupon~ the privilege of the floor was granted to ~. C. D. La~son,~of tl~e~.Central ~abor <br />Ealon, and'others, who spoke in opposition to Passage of such an ordin~uce; and Rev. H. F. Fo Owens calling attention to the deplorable condition of <br />sidewalks on'the south side of Leckie street, between Butler and Williams. <br /> On motion,-the communication was referred to the Department of Public Service. <br /> <br /> A ~equest wes received from the SChool Board for appropriations to cover the followi~ items. <br />$3,209A60,~ 0verdr?e~ frem ta~t month; $9,291.20,. bills for Aug-~t; and $~000.00, due for Colored <br />School. <br /> 0nmotio~, the request was referred to the Dep~tL~ent of Finance. <br /> <br /> A petition of H.R. Byrd, Blacksmith at the City Stables, for an increase in pay by $10. <br />per month, was~eferred to the City Nanager. <br /> <br /> A bill of G.. Tayloe~Gwathraey, Clerk of N.c,.folk County~to amount of $508.V0,fo2 services <br />rendered inLmaking up the land book of propertzes~in the territory recently annexed and for <br />cost of binding the same, was referred to the Finance Department. <br /> <br /> A petition, of various parties for the paving of one block of Bay street, Park View, was <br />ferred to the Public .Seryice Departn~nt. <br /> <br /> A .Tri~l Balance was received from the U. S. Houszng Corporation, showing the distribution <br />of the Martous'~penses and maintenance'item~ in connection with operation of the~fePries by <br />said C~rporation, as of J~tly 31st, 1919; and same was referred to the Public Property Department. <br /> <br /> On motion, t~e P~ivilege of the floor was granted to ~J~..S.C. Pace, of the Volunteer Fire- <br />men's Asso~iati0n~ who presented a 16tter from the said A~Sociation stati~n~, ihatlif theC~oil <br />desires the services of the yolunteer firemen as a~ integ2al part of the Fire Dep~tme~ of~.%he <br />City, it must take immediate ac%io~ to amen~ t.h? ordinance reoam~ly passed requiring the Pi~e <br />Department's paid men to take physzcal examznat~o~, <br /> ThenNr. Culpeper, ~ht, an~ Cla~. <br /> <br /> Mr. Claud presented the fo!lo~ing ordinance, which, under the rules, was ordered to lie <br />on the table u~til the ne~t regular meeting of the Body: <br /> An Ordinance to Amend and He-ordain <br />Section 3V2 of the City. Code. <br /> <br /> M~. Herbert presented a petition from-citizens li~ing in the'neighborhood o£~D~nwiddie and <br />Bart streets, asking that a street light be placed at said corner; and s~me Was ~fe~ed to the <br />Public Safet?F~Depart~ent. <br /> <br /> On motion of .Mr. Claud., the advisabilityof placing a street light i~It~nters Lane was <br />referred tothe Public Safety Department.
