012 February 14, 1995 <br /> <br />Al:es; Cie~ons, ~ri. ffin, Hawks, Hartin, ~it~s, <br />Nays: None <br /> <br />Robinett, Webb <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />adopt the following resolution, an~ was-.ado~p~ed by the following <br /> ore. <br /> · <br /> <br />A RESOLUTION APPROVING THE 1995; 1996 AND 1997 CONSOl JDATED PLAN <br />AND THE 1995 ACTION PLAN OF TIlE CITY OF PORTSMOUTH, VIRGINIA, <br />AUTHORJTING THE CITY MANAGER TO FFf.E DOCUMENTS REQUIRED TO <br />OBTAIN THECITY'S 1995 COMMI/NITYP~GAND DEVELOPMENTGRANT <br /> <br /> WHEREAS, pursuant to the Housing and Comm,mity Development Act of 1974, as <br />amended (Act), and the Cranston - Gonzalez National Affordable Housing Act of 1992, as <br />amended, (Act) financial assistance is provided to enable local/ties to provide decent <br />housing, establish ~nd maintain a suitable living environment, and expand economic <br />opportunities for low to moderate income'~residents; and <br /> <br /> WHEREAS, each of the three comrmmity planning mad development progr~m~ <br />(Commnnity'I)evetopment Block Grant, Home, and the Emergency Shelter Grant) shall be <br />operated on a single consolidated program year; and <br /> <br /> WHEREAS, the required public hearing has been held and the City Council has <br />review the Proposed 1995, 1996 and 1997 Consolidated Plan and the 1995 Action Plan's <br />Statement of Objectives, and Use of funds; :and <br /> <br /> WHEREAS, it is necessary that this CounCil take official action regarding the 1995, <br />1996 and 1997 Consolidated Plan and the 1995 Action Plan (Plan) to comply with the <br />regulations of the aforementioned Actk and <br /> <br /> WHEREAS, this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its respous~ility to direct that safeguards be <br />established m protect employees from using their position for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> WHEREAS, this Council has found said t995, 1996 and 1997 Consolidated Plan and <br /> the 1995 Action Plan's Proposed Statement of Objectives and Use of Funds and Uniform <br /> Displacement Policy appropriate to meet the needs of the City and, therefore, acceptable. <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br /> Vir~nia that the 1995, 1996 and 1997 Consolidated Plan and the 1995 Action Plan's <br /> Proposed Statement of Objectives and Use of Funds, and Uniform Displacement Policy <br /> having been reviewed and Considered, be and hereby are, approved in all respects and the <br /> City Manager is hereby authorized to file the Final Statement of Objectives and Use of <br /> Funds and ~ny additional'information as-m~iy be required with the Department of Housing <br /> and Urban Development in order to obtain funding for the Program. <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying <br />office and authorized representative of the City of Portsmouflxand shatl provide assurances <br />as required of the locality by the Act for the approval of the Program <br /> <br />£.ye~:: Cle~ons, Griffin, Hawks, ~rtartin~ Pitts, Robinett, Webb <br />Nays :: None <br /> <br /> <br />
