The City of Portsmouth has ~nt~rrelat~onships w~th <br />three other s%s~er cities, they are: Duned~n, New Zealand, in <br />the South Pacific; Portsmouth, England; and Eldoret, Kenya, <br />located in the Raft Valley Province of Western Kenya. <br /> <br /> The City Attorney has prepared a resolution to fulfill the <br />request. I, therefore, recommend your adoption of same." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION ENDORSING CHANGZHOU, CHINA, AS A SISTER CITY; <br />DESIGNATING THE MAYOR OF PORTSMOUTH, VIRGINIA AS AN OFFICIAL <br />REPRESENTATIVE. <br /> <br /> WHEREAS, the "People-to-People Program" was inaugurated by <br />the President of the United States in 1956 to establish greater <br />friendship and understanding between the peoples of the United <br />States and other nations through the medium of direct personal <br />contact; and <br /> <br /> WHEREAS, succeeding Presidents of the United States have <br />endorsed the program of exchange of ideas and people between the <br />citizens of the United States and of other nations; and <br /> <br /> WHEREAS, the City of Portsmouth, Virginia, has established <br />the Mayor's Sister Cities Commission and has participated in <br />said program of exchange with Dunedin, New Zealand, Portsmouth, <br />England and Eldoret, Kenya; and <br /> <br /> WHEREAS, the Portsmouth Sister City Commission has <br />recommended that, in addition to our current relationship with <br />Dunedin, New Zealand, Portsmouth, England and Eldoret, Kenya, <br />the City formally establish a similar program of exchange with <br />Changzhou, China; and <br /> <br /> WHEREAS, the Council of the City ~f Portsmouth desires to <br />recognize and endorse said program by establishing such a <br />relationship with the City of Changzhou, China, in the hope that <br />it will lead to a lasting friendship between the citizens of the <br />two cities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: ~ <br /> <br /> 1o That this Council hereby officially endorses Changzhou, <br />China, as.a Sister City for the purpose of creating greater <br />mutual understanding between peoples of two communities and <br />nations. <br /> <br /> <br />
