February 14, 1995 <br /> <br /> 2. BE IT FURTHER RESOLVED that the Mayor of the City of <br />Portsmouth be, and she hereby is, authorized to act as the <br />official representative of the City. <br /> <br /> 3. BE IT FURTHER RESOLVED that the City Clerk be, and she <br />is hereby authorized to forward copmes of this resolution to <br />the Mayor of Changzhou, the Town Affiliation Association of <br />United States, and the Chinese Embassy in the United States." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-74 Letter from the City Manager recommending adoption of a <br />resolution endorsing a tree planting and installation project, <br />and the application of the City of Portsmouth for award of a <br />grant from the Virginia Department of Forestry administered by <br />the U. S. Small Business Administration. <br /> <br /> "The Virginia Department of Forestry is currently <br />accepting proposals for tree installation progr~uns administered <br />by the U. S. Small Business Administration. if awarded to the <br />City, this grant will match 55% of the cost of tree <br />installation. The planting sites have been selected by City <br />staff as the~highest'priority of the City. <br /> <br /> The non-federal local funding share of this proposed <br />project is $8,828. The non-federal cash share of this proposed <br />project is $5,000. These funds will come from funds donated by <br />the Portsmouth Area Council of Garden Clubs, Commemorative Tree <br />Program. Also, additional in-kind and administrative services <br />in the amount of $3,828 will he included to provide the second <br />and third year maintenance to these 92 trees. <br /> <br /> The Director of Leisure Services recommends endorsement. <br />I, therefore, concur and recommend that a resolution of <br />endorsement for the proposed tree planting program be adopted." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to adopt <br />the following resolution, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION ENDORSING A TREE PLANTING ARD INSTALLATION <br />PROJECT AND THE APPLICATION OF THE CITY OF PORTSMOUTH FOR AWARD <br />OF A GP~ANT FROM THE VIRGINIA DEPARTMENT OF FORESTRY <br />ADMINISTERED BY THE U. S. SMALL BUSINESS ADMINISTRATION. <br /> <br /> WHEREAS, the Virginia Department of Forestry is currently <br />accepting proposals for tree installation programs administered <br />by the U. S. Small Business Administration; and <br /> <br /> WHEREAS, the City's Department of Parks and Recreation <br />has filed an application for a grant under said Program; and <br /> <br /> WHEREAS, the grant will provide funding for the planting <br />of approximately 92 street trees in the Port Norfolk Historic <br />District, along Greenwood Drive and in the Cradock Historic <br />District. <br /> <br /> WHEREAS, in addition, all of the citizens of the City will <br />share in the environmental and beautification benefits of this <br />Program upon award of a Progrsan grant. <br /> <br /> NOW THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth, Virginia, hereby endorses this project and the <br />purposes of the U. S. Small Business Administration by <br />supporting the application for funding submitted on behalf of <br />the City of Portsmouth, and agrees to undertake the fulfillment <br />of all of the Grant's requirements should the City receive such <br />award. <br /> <br /> <br />
