<br />(f) Resolution granting anamendment to the Comprehensive Plan
<br />for the City of Portsmouth to adopt and incorporate by
<br />reference "VISION 2005, A STRATEGIC PLAN FOR ECONOMIC AND
<br />COMMUNITY DEVELOPMENT MID-TOWN TO DOWNTOWN". This document has
<br />also been referred to as the Economic Development Plan.

<br />1. Mary Curran, 201 Riverside Drive, spoke in support of the
<br />proposed plan.

<br />2. Roger Reinhold, 2045 Ames Circle, spoke in support of the
<br />proposed plan.

<br /> Motion by Mr. Pitts,
<br />the following resolution,

<br />and was adopted by the following
<br />
<br /> "A RESOLUTION APPROVING AND ADOPTING ANAMENDMENT TO THE
<br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH.
<br />
<br /> WHEREAS, the Council of the City of Portsmouth, Virginia,
<br />on July 11, 1989, adopted a Comprehensive Plan, (CP-89-1), for
<br />the physical development of the territory within the City; and
<br />
<br /> WHEREAS, the Planning Commission, after notice and public
<br />hearing, as required by Article IV of Chapter 11 of Title 15.1
<br />of the Code of Virginia, 1950, as amended, has recommended that
<br />the Comprehensive Plan be a~ended to incorporate Vision 2005
<br />Strategic Plan by (1) amending the Introduction, the General
<br />Land Use Plan (Chapter 4), the Community Facilities Plan
<br />(Chapter 6), and Chapters 7 and 8, respectively entitled "Image
<br />and Appearance" and "Tax Base and Jobs, Proposals," as shown on
<br />Exhibit A, attached hereto and made a part hereof; (2) amending
<br />the General Land Use Map and the Major Street and Highway Plan
<br />to coincide with the Vision 2005 Strategic Plan, as shown on
<br />Exhibits B and C, attached hereto and made a part hereof; (3)
<br />amending, throughout the Vision 2005 Strategic Plan document,
<br />all references to the Park View neighborhood from "Park view to
<br />Park View"; by adding arterial street names to all drawings and
<br />maps therein; and by substituting the term "large scale leisure
<br />boat operations" for the term "riverboat gaming"; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has held
<br />public hearings, with notice as required by law, and has
<br />considered the proposed amendment to the Comprehensive Plan.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, that the Comprehensive Plan for the City of
<br />Portsmouth, Virginia, designated CP-89-1 be, and hereby is,
<br />amended as recommended by the Planning Commission and set out
<br />above and in the attached Exhibits A, B and C."

<br />95-17 Letter from the City Manager recommending adoption of
<br />the following resolutions pertaining to the City of Portsmouth
<br />Capital Improvement Plan, and the issuance of General
<br />Obligation Bonds to provide the necessary funds for the various
<br />improvement projects.

<br /> {a) Resolution approving the five year Capital Improvement
<br />Plan for 1994-95 through 1998-99, and a one year Capital
<br />Improvement Program for 1994-95.
