025 <br /> February 28, 1995 <br /> <br /> (b) Re~olu~ig~i?uthorizikg t~e issuance of $8,000,000 of <br />General Obl~gatiO~!iBonds of the Cmty of portsmouth, Virginia for <br />the purpose of providing funds to pay the cost of various <br />improvement projects of such City and authorizing and providing <br />with respect to the issuance and sale of a like principal amount <br />of General Obligation Bond Anticipation Notes in anticipation of <br />the issuance and receipt of the proceeds of sale of such bonds. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt <br />the Capital Improvement Plan. <br /> <br /> Motion by Mr. Hawks, to amend the main motion t° delete <br />funding for NAD Sports Complex, Access Channel, and use a <br />portion of the deleted funding to fund the Wilson Little League <br />Soccer fields, and delete remaining funds from the proposed <br />C.I.P. total, and the motion died due to a lack of a second. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />amend the main motion to defer funding the NAD Sports Complex <br />until 1995-6 C.I.P. program, and to move funding for the <br />Municipal Access project to the General Operating Budget, and to <br />include funding for the Wilson Little League and John Tyler <br />Soccer League in the 1994-5 funding, and was adopted by a vote <br />the following vote: <br /> <br />Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: Clemons <br /> <br /> The motion to adopt the C.I.P. as amended, was adopted and <br />by the following vote: <br /> <br /> "A RESOLUTION APPROVING THE FIVE YEAR CAPITAL IMPROVEMENT <br />PLAN FOR 1994-95 THROUGH 1998-99, AND A ONE YEAR CAPITAL <br />IMPROVEMENT PROGRAM FOR 1994-95. <br /> <br /> WHEREAS, the City Manager has submitted to the City Council <br />the Capital Improvement Plan for 1994-95 through 1998-99, and a <br />one year Capital Improvement Program for 1994-95; and <br /> <br /> WHEREAS, the Planning Commission and the Municipal Finance <br />Commission have reviewed and commented on the plan and Program; <br />and <br /> <br /> WHEREAS, a public hearing has been held to receive public <br />comments on the five year Capital Improvement Plan and on the <br />one year Capital Improvement Program; and <br /> <br /> WHEREAS, the Council has considered the five year Capital <br />Improvement Plan and the one year Capital Improvement Program <br />and finds them to be in the proper form and expressive of <br />Council policies in regard to necessary capital improvements. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the aforesaid Capital Improvement <br />Plan for the years 1994-95 through 1998-99, and the one year <br />Capital Improvement Program for 1994-95 are approved subject to <br />later appropriation in the ordinary course of business of the <br />City." <br /> <br />Ayes: Clemons, Griffin, Pitts, Webb <br />Nays: Hawks, Martin, Robinett <br /> <br /> <br />
