February 28, 1995 <br /> THEREFOR~jBE:i~ ~ES0~VE~' 2hat th~ Council of the City of <br />Portsmouth, V~rgin~a; ~eque~ts the Virginia Department of <br />TransPortation to establish a project for the relocation of <br />Frederick Boulevard between Turnpike Road and High Street to the <br />current location of Hamilton Avenue, the closing of Airline <br />Boulevard between Bart Street and High Street, and the <br />realignment of Airline Boulevard along Bart Street in a due east <br />direction along the present right-of-way of Bart Street to a <br />perpendicular intersection with the relocated Frederick <br />Boulevard." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THAT THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION ESTABLISH AN URBAN HIGHWAY PROJECT TO CONSTRUCT <br />AN OFF-RAMP FROM WESTBOUND 1-264 BETWEEN VICTORY BOULEVARD AND <br />GREENWOOD DRIVE TO INTERSECT ELMHURST LANE. <br /> <br /> WHEREAS, in accordance with Virginia Department of <br />Transportation construction allocation procedures, it is <br />necessary that a request by Council resolution be made in order <br />that the Department program an urban highway project in the City <br />of Portsmouth; and the Council of the City of Portsmouth, <br />Virginia, deems same to be in the City's best interest. <br /> <br /> THEREFORE BE IT RESOLVED, that the Council of the City of <br />Portsmouth, Virginia, requests the Virginia Department of <br />Transportation to establish a project for the construction of an <br />additional off-ramp from westbound 1-264 at an appropriate <br />distance east of the existing westbound off-ramp at Greenwood <br />Drive to intersect Elmhurst Lane in the vicinity of the CSX <br />railroad." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-63 - Use permit and Comprehensive Plan Amendment: <br /> <br />(d) Resolution granting a use permit application of David <br />Alexander for a use permit to have church activities at 53 Alton <br />Parkway. (UP-95-03) <br /> <br />1. David Alexander, i Afton Parkway, spoke in support of the <br />application. <br /> <br />2. Oscar Lewis, 74 Gillis Road, spoke in opposition to the <br />application. <br /> <br />3. Jeanne Butler, 30 Afton Parkway, spoke in opposition to the <br />application. <br /> <br />4. Lori Lewis, 74 Gillis Road, spoke in opposition to the <br />application. <br /> <br />5. Joyce Trickett, 505 Washington Street, Suite 300, spoke in <br />opposition to the application. <br /> <br />6. Dottie Wyatt, 99 Channing Avenue, spoke in opposition to the <br />application. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Hawks, to defer <br />action on UP-95-03 until the Regular Meeting of Marck 14, 1995, <br />and was adopted by unanimous vote. <br /> <br /> <br />
