March 14, 1995 95-121 - Letter from the City Manager recommending adoption of an ordinance to appropriate $25,000 from the Capital Improvements Fund for installation of wheelchair curb ramps. "Included in the recently approved 1994-99 Capital Improvements Fund is $25,000 for installation of wheelchair curb ramps an compliance with the Americans with Disabilities Act of 1990. These funds are utilized to provide accommodation to those with disabilities on a priority basis. The Director of Public Works recommends that $25,000 be appropriated from the Capital Improvements Fund. I concur and, with your approval of this item, the balance in the Capital Improvements Fund will be $17,493,074." Motion by Mr. Robinett, and seconded by Mr. Hawks, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $25,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR THE INSTALLATION OF WHEELCHAIR CURB CUTS FOR COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT OF 1990." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-122 Letter from the City Manager recommending adoption of an ordinance to amend Sections 22-565(b) and 22-583(a) of the City Code, pertaining to violation of City parking violations. "As the Chief of Police briefed you, the police department is preparing to begin use of an automated and computerized system for citing those who are in violation of city parking ordinances. In so doing, a review of these ordinances and the penalties for their violation was undertaken and on January 24, 1995 you approved changes to Chapter 22 of the City Code pertaining to motor vehicles and parking violations. These revisions to the City Code will provide for a $10 fine which was inadvertently omitted for certain parking violations in restricted areas, and provide more definition to the penalty for violation of Section 22-565. I, therefore, recommend adoption of this ordinance to the City Code setting the penalty for certain parking violations." Motion by Mr.'Pitts, and seconded by Mr, Robinett, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE AMENDING SECTION 22-565(B) AND SECTION 22-583(A} OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), AS AMENDED, PERTAINING TO PROCEDURES AND PENALTIES FOR PARKING VIOLATIONS." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-123 - Letter from the City Manager recommending adoption of a resolution requesting the Virginia Department of Transportation's approval of additions, deletions, and changes in functional classification of certain City streets eligible for State maintenance payments. "Each year the City of Portsmouth submits to the Virginia Department of Transportation a list of additions, deletions and changes to the streets eligible for maintenance payments under the State Functional Classification System as set forth in Section 33.1-41.1 of the Code. These roadway sections are located primarily in new subdivisions where the streets were recently completed by the developers.
