March 14, 1995 95-120 - Letter from the City Manager recommending adoption of an ordinance to appropriate $134,000 to relocate utilities, and affected sidewalks, curbs and gutters on North Street, and a motion to award the construction contract in the amount of $114,218. A. An ordinance to appropriate $46,000 from the Public Utilities Capital Improvements Fund and $88,000 from the Capital Improvements Fund for relocation of utilities and replacement of the affected sidewalk, curbs and gutters. B. A motion to award the construction contract to Precon Construction Company. "The Comfort Inn is constructing a new motel at the old Social Services Building on North Street. In working with the Portsmouth Redevelopment and Housing Authority, an agreement was reached for the relocation of the existing sewer and drainage lines to accommodate the new facility on this site. Bids were received on March 2, 1995 for relocation of the utilities and replacement of the affected sidewalk and curb and gutter. The bids were competitive and favorable with today's construction market (see Attachment No. 1). The total anticipated project costs are calculated as follows: Construction Contract (Precon Construction Company) Traffic Engineering Contract Administration and Inspection Contingencies $114,218.40 $ 800.00 $ 9,000.00 $ 9,981.60 TOTAL ANTICIPATED PROJECT COST $134,000.00 The Director of Public Works recommends an appropriation of $46,000 from the Public Utilities Capital Improvements Fund. An appropriation of $88,000 from the Capital Improvements Fund will be provided by the Portsmouth Redevelopment and Housing Authority for a total appropriation of $134,000. The Director also recommends that a contract be awarded to the low bidder, Precon Construction Company, in the amount of $114, 218. I concur with the Director of Public Works and recommend your approval of this item." Motion by Mr. Clemons, and seconded by Mr. Hawks, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINA/~CE TO APPROPRIATE $46,000.00 FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENTS FUND FOR THE COMPLETION OF THE SANITARY SEWER RELOCATION AND $88,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR THE RE-ROUTING OF STORM DRAINAGE LINES AT NORTH AND EFFINGHAM STREETS." Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: Clemons Motion by Mr. Hawks, and seconded by Mr. Pitts, to award the construction contraction to relocate utilities and to replace affected sidewalks, curbs and gutters on North Street, and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None
