<br />· As in the past, the Local Workforce Investment Area must adopt a formal consortium
<br />agreement. The Fourth Charter Agreement will continue the consortium of the eight
<br />jurisdictions and will provide for the reorganization of SVJTA into a new support
<br />organization, Opportunity, Inc. of Hampton Roads to better serve the new Hampton
<br />Roads Workforce Development Board under the Workforce Investment Act (WIA). The
<br />Memorandum of Understanding provides additional framework for the partnership
<br />between the Hampton Roads Workforce Development Board and the Chief Locally
<br />Elected Officials (meeting as the Southside Mayors and Chairs) to fulfill the
<br />requirements of the WlA.
<br />
<br />· A new 44-member Hampton Roads Workforce Development Board (HRWDB) was
<br />appointed in April 2000 and replaced the former Private Industry Council under JTPA.
<br />The Honorable James W. Holley III, Mayor of Portsmouth, the Honorable James P.
<br />Councill III of Franklin, and the Honorable William E. Ward of Chesapeake represent the
<br />Chief Locally Elected Officials (CLEO's) on the HRWDB as nonvoting members. The
<br />Honorable Meyera E. Obendorf currently serves as the Chairperson of the CLEO's.
<br />The CLEO's have final approval on all recommendations of the HRWDB.
<br />
<br />Financial Impact:
<br />
<br />· There is no direct financial impact to the City of Portsmouth. With the comprehensive
<br />and enhanced services to be offered under the WlA, however; business and industry,
<br />training providers, and employees will directly benefit as new workforce development
<br />systems enable the Hampton Roads area to become a world-class workforce that is
<br />more competitive in a global economy.

<br />resolutions, and was adopted by the following vote:

<br />"A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF PORTSMOUTH TO
<br />EXECUTE THE FOURTH AMENDED CHARTER AGREEMENT OF THE
<br />SOUTHEASTERN VIRGINIA JOB TRAINING ADMINISTRATION.
<br />
<br /> WHEREAS, by Charter Agreement dated July 1, 1974, ("Charter Agreement"),
<br />the Cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, and Virginia Beach,
<br />and the Counties of Isle of Wight and Southhampton joined together to create the
<br />Southeastern Tidewater Area Manpower Authority, for the purpose of administering the
<br />Comprehensive Employment and Training Act of 1973, ("CETA"); and
<br />
<br /> WHEREAS, the Charter Agreement was amended, effective October 1, 1983, to
<br />reflect, among other things, that programs previously administered under CETA had
<br />been undertaken by the Job Training Partnership Act of 1982, the successor legislation
<br />to CETA; and
<br />
<br /> WHEREAS, the Charter Agreement was amended a second time, effective
<br />January 1, 1985, to change the name of the joint venture from Southeastern Tidewater
<br />Area Manpower Authority to the Southeastern Virginia Job Training Administration
<br />("SVJTA"); and
<br />
<br /> WHEREAS, in 1998, Congress adopted the Workforce Investment Act ("Act") to
<br />replace the Job Training Partnership Act; and
<br />
<br /> WHEREAS, the Charter Agreement was amended a third time, effective January
<br />1, 2000, to make it consistent with applicable provisions of the Act; and
<br />
<br /> WHEREAS, the Charter Agreement must be amended a fourth time, effective
<br />July 1, 2001, in order to bring it into conformance with recent changes to the Act; and
<br />
<br /> WHEREAS, a copy of the proposed "Fourth Amended Charter Agreement" has
<br />been furnished to the City Council and its provisions are acceptable to the Council.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that:
