April 24, 2001 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBLET A PORTION OF <br />THE HUMAN SERVICES BUILDING AT 1701 HIGH STREET TO THE PORTSMOUTH <br />PUBLIC HEALTH DEPARTMENT. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to enter into a sublease agreement with <br />the Portsmouth Public Health Department, by which agreement the City of Portsmouth <br />will lease a portion of the new Human Services Building located at 1701 High Street for <br />an initial term of twenty years and renewable for up to five additional years." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 136 - Adoption of two resolutions as follows: <br /> <br />(a) <br /> <br />A resolution authorizing the Mayor of the City of Portsmouth to execute the <br />Fourth Amended Charter Agreement of the Southeastern Virginia Job Training <br />Administration (SVJTA). <br /> <br />(b) <br /> <br />A resolution authorizing the Chairperson of the Chief Locally Elected Official of <br />the Southside Mayors and Chairs to carry out the provisions of the federal <br />Workforce Investment Act of 1998. <br /> <br />Recommendation: <br /> <br />· Adoption of two resolutions as follows: <br /> <br /> (a) A resolution authorizing the Mayor of the City of Portsmouth to execute the <br />Fourth Amended Charter Agreement of the Southeastern Virginia Job Training <br />Administration (SVJTA). <br /> <br /> (b) A resolution authorizing the Chairperson of the Chief Locally Elected Officials of <br />the Southside Mayors and Chairs to carry out the provisions of the federal Workforce <br />Investment Act of 1998. <br /> <br />Purpose and Need: <br /> <br />· Adoption of these resolutions for a Fourth Amended Charter Agreement and the <br />Memorandum of Understanding will provide for the reorganization of the SVJTA into a <br />new support organization, Opportunity, Inc. of Hampton Roads, to better serve the <br />Hampton Roads Workforce Development Board (HRWDB) now operating under the <br />Workforce Investment Act of 1998. Please see the attached chronology of the Charter <br />Agreement for this regional consortium. <br /> <br />· The resolutions will become effective July 1, 2001. <br /> <br />· As background, in July 1974, eight jurisdictions including the cities of Chesapeake, <br />Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach and the counties of Isle of <br />Wight and Southhampton formed a consortium known as the Southeastern Tidewater <br />Manpower Authority for the purpose of administering the Comprehensive Employment <br />Training Act (CETA) of 1973. In 1982, Congress passed the Job Training Partnership <br />Act and subsequently the eight jurisdictions amended the original charter agreement <br />creating the Southeastern Virginia Job Training Administration. <br /> <br />· In August 1998, Congress passed the Workforce Investment Act (WIA) which <br />replaced the Job Training Partnership Act (JTPA) and became effective July 1, 2000. <br />The new WIA presented an opportunity to move beyond providing workforce training <br />programs primarily targeting the disadvantaged and move to a comprehensive system <br />of workforce development. <br /> <br /> <br />
