<br /> 1. The plan submitted by ~he Pauly Jail Company seems ~o be the best solution of
<br />the jail question proper.
<br />
<br /> 2. The plan submitted by Mr. M. L. Parker, Building Inspector, for the Water Street
<br />end of the structure seems to be the most satisfactory.
<br />
<br /> 3. The Committee is of the opinion, in view of the repor~ of the Grand Jttry on this
<br />jail, that no modification of the old structure is possible, and that only a new jail will_
<br />meet the present and reasonably prospective demands of the City.
<br />
<br /> *. tt is, therefore, recommended that These two plans be combined and that ms soon
<br />as complete plans and speciTications are received from the Pauly Jail Company, combining the
<br />idea of cur Building Inspector with those of the Pauly Company, the City Manager be authorized
<br />to advertise for a new jail at an estimate cost of $160,000. in accordance with the above
<br />plans and specifications.

<br />ing appointments, resignations, &c.: appointment of James E. Skeeter as a Call-man in the
<br />Fire Department; resignation of Call-policeman H. L. Barto~, effective April 7th; dismissal
<br />from the Police For$e of Policeman A, H. Parquette, effective April ~lth; that the services
<br />of Miss Florins Gomer, Clerk to the Director. of Public Safety, have been dispensed with sffeo-
<br />~tive Ma:c~h 31st, 192I,' and ~hat the duties formerly performed ~y Miss Gomer are now ~eing per-
<br />formed by the Director of Public S~f~ety personally mnd by Mr. N. D. Milford, who is also Clerk
<br />to the Police Justice.
<br /> On motion, the notices were ordered to be filed.

<br /> 2nd. The following communication:
<br /> "With reference to paymen~of one-half b~ the City
<br />of the operating expenses connected with the West Norfolk Bridge over the WesteYn Branch, I
<br />have an opinion from-the City,~ Attorney, that strictly spead~i~g, the City is not hound to pay
<br />any part of the operating expenses, ~ut is bouna to pmy one-half of the cost of mmintenance.
<br />
<br /> "I~ seems, however, ~hat there was a conference on this matter attended by the forms~
<br />City Manager, Capt. John W. Happer, City Attorney, and Mr. R., B. Preston, Road Engineer, Com-
<br />mission of Roads and B~idges. At this conference, Mr. P~eston and Mr. Bates bo~ informed
<br />me tt '~s agreed that the City should pmy one-half of all expenses con, coted wi~h this bridge.
<br />Capt. Happer states that he recalls the conference bu% does not recall the .conclusion.
<br />
<br /> "Our City Attorney also informs me that the City Man,get could nom l~g~lly bind the City
<br />to such an agreement. It seems to me, therefore, that the C~u.noil mus,t determine ~hether it
<br />feels that the City is morally bound by the agreement entered znto by its City M~n~ger and
<br />City Attorney."

<br /> 3rd,~ Stating that'the Civi~ League of the Eighth Ward has recommended to him that
<br />appropriation of $500. for the white playground and $100. for the colored playground in
<br />~ightn Ward, be maas from~ghth Ward funds.
<br /> The Manage~ recommended favorable action on same.
<br /> On motion, the matter was ra~erred to the Finance Committee.

<br /> ~th, Communication stating that he fully concurs in ths opinmon off the City A~t~rney
<br />relative to attempting to deny Latter Day Saints use of the streets for street preaching.
<br />He states that "while ihere would be possibly some criticism of permitting members of this
<br />sect to preach on the s~reets, I am sure that there would b~e greater and more justifiable
<br />criticism if they were denied their constitutional right of free speech."
