<br />At a regular meeting Of the City Council April 12tH there were present:

<br />Messrs-- Vernon Brooks, R. B. Esleeok, J. C. Smith,
<br /> J. H. Hall, Jr., R. A. Hutchins, Jr.,
<br /> J. Alden 0asr, L. G. White,
<br /> Also the City Manager.
<br />
<br />The minutes of the regular meeting March 22nd were read and were approved.
<br />
<br /> On motion of Mr. White, the privilege of the floor was granted to any ladies present
<br />who de,ired to speak.
<br /> Whereupon, Mrs. Davis presented a petition from various ladies and gentlemen in South
<br />Portsmouth asking that the Fourth St. jitney service be retained.

<br />REPORT OF COMMITTEES
<br />Referred March 22nd
<br />
<br /> Recommendation of the City ~anager that the $12,010. appropriated from current funds for
<br />Fire House on Lincoln street be appropriated from ImprovemenZ Bond Fund.
<br /> It is recommended that said s mount be transferred from Improvement Bond Fund ~o
<br />General Fund.
<br />
<br />A report from the City Treasurer for the month of February, 1921.
<br /> We have examined this report and it is recommended that same be filed.
<br />
<br /> Communication from the City Attorney stating that he is in receipt of letter from W. 'G.
<br />Larmour's at~rney requesting that judgment against the City in favor of Mr. Larmour for
<br />$1,133.42, with interest thereon from Nov. 2~, 1918, be paid.
<br /> Progres~ as to same. ~

<br /> Also notice from the City Attorney that there is a similar suit to the L~rmou~ suit now
<br />pending against ~he City, that of R. A, Hutchins, Jr., being for the same amount smd the same
<br />work as appraiser; ~nd that it is his opinion that the Hutchins' suit would result in the same
<br />way smd therefore, recommends that. his bill be paid.

<br /> Recommendation of the City Attorney that $100. be appropriated as a compromise in the
<br />suit of Rosa Solomon vs. the City of Portsmouth, the case having Deen a damage suit for
<br />$5,000. resulting from injuries sustained wh~ an automobile 'is alleged to have fallen into
<br />an. unlighted ditch of the City.
<br /> ~t is recommended that a special appropriation of ~100. be allowed for said purpose.

<br /> Notice from the Clerk of the Bomrd of Review of certain corrections of errors in the
<br />L~nd Book of 1920 of the City of Por~tsmou~h as returned ~y John C. Niemeyer, Commissioner of
<br />the Revenue, within 60 days from the date thereof.
<br /> It is recommended that the City Auditor be instructed ~o credit on his book the City
<br />Collector with the deductions made from 1~20 ~ax mssessment by the Board of Review.
<br />
<br /> It is~further recommended that the City Attorney be instructed ~o draft an ordinance
<br />for a $100,000.00 Bond Issue, so that work may be started on the City Manager's $2,000,000.00
<br />Improvement Program~.

<br /> It is requested by your Finance Committee that a special meeting of the Council be
<br />called to consider: lst~ The City Manager's Improvement Program; End. Opening Hatton St.,
<br />from London to High; iSrd. Purchase of Portsmouth Cotton Manufacturing Company's property;
<br />Sth. Purchase of land for extension of City playground at Court andWythe streets.

<br /> An Ordinance To Abolish the Office of Director of Public Safety. White,
<br />
<br /> The Finance Committee submitted the License Tax Ordinance for the Year beginning May 1st,
<br />1921. MrJ White moved that a special meeting of the City Council be held on April 19th
<br />to consider same, andlthat the Clerk be authorized to advertise the meeting in the papers and
<br />invite any person interested in the Ordinance to be present at said meeting.
<br /> The motion was adopted, and by the following vote:
