252 <br /> <br />April 26, 1921 <br /> <br />The following report <br /> <br />Ayes-- Brooks, Esleeck, Smith, Hall, Hutohins, Oast, White, 7. <br />was read from the Special Committee on Parks: <br /> <br />"Hon~ City Council. <br /> Gentlemen:-- Your Committee, consisting of the Whole Council, appointed <br /> <br />~t meeting of the Council February Efnd, ;o consider the advisability of converting the north- <br />ern half of the new cemetery site into a park, respectfully recommends that 60 acres a~ the <br /> <br />nof~h~end of the new cemetery site be scm aside for a park. <br /> <br /> (Signed) Robt. A. Hutohins, Jr.~ 0haifman.~ <br /> <br /> Mr. White moved that the =sport be adopted. Whereupon, Mr. Brooks raised the point of <br />order that.the property has been set aside for cemetery purposes, and the point of o~der was <br />sustained by the Chair. <br /> Then Mr. Esle~ck moved ~hat the action of the former Council designating the Parker Farm <br />exclusively for a cemetery site, be rescinded. The motion was adopted by the following vote: <br /> <br /> Ayes-- Esleeok, Smith, Hall, Hutohins, Cast, White, 6. <br /> Nays-- Br~ok~, ~. <br /> M~v. Hall moved to amend., t~at approximately 60 acres at ;ho north end of ~he ne~ ceme- <br />I tory site be set aside for ~ park, and the balance reserved for cemetery purposes. The amendment was adopted, and by the following vote: <br /> <br />Ayes-- Esleeok, Smith, Hall, Hutchins, Cast, White, 6. <br />Nays-- Brooks, 1. <br /> <br />Esleeok moved that the report be adopted, as amended, <br /> <br /> Ayes-- Esleeck, Smith, Hall, Hutchins~ Oast, <br /> Nays-- B~ooks, 1. <br /> <br />and ~y the following vote: <br />White, 6. <br /> <br /> At this point, the City Manager stated that Grimes Battery will be mustered into service <br />tomorrow aud that the City Nanager, City Council, and Clerk of the Council, ~re invited to be <br />present. <br /> Mr. Hall moved that the invitation be scoop;ed with thanks. The motion was adopted. <br /> <br />The following communications were read from the City ~anager: <br /> <br /> let. Notice that effective April 2?th, he has appointed Captain James Talbom Chief of <br />Police for the City of Portsmouth, for a probational period o~ 90.days. <br /> Mr. Brooks moved that the Council concur in action q~ tSM ~anager, and same was a~iopted, <br />Mr. Hmll voting No~ as he stated concurrence in .action of ;~e Manager was not necessary. <br /> <br /> 2nd. Notices of the following appointments to the Police Force: <br />Moore and Clarence Whi~e ~o the regular force, effective A~ril 1Sth; C. <br />~s member o~ the regular police ~orce, effective May let. <br /> On motion, ~he notices were ordered to be filed. <br /> <br />Call Policemen L. B. <br />T. P~rker, oallman, <br /> <br /> 3rd. The following communication: <br /> "I.am submitting herewith the bids of H. <br />the construction of the Dismal Swamp Road. This bid, the lowest received, amounts to $29,?~O.00. <br /> <br /> The balance available for the work is $19,20t.95. If the entire ~oad is constructed mn <br />additional appropriation of $13,500.00 will be needed to cover the con~raot and th~ cost of <br />supervision mud contingencies which are estimated at 10%~ It is ~ecommended that the question <br />of an additional appropriation be referred ~o the Finance Committee. <br /> <br /> With the money available it will be possible to construct about nine miles of the road <br />By turning ~o the east at Douglas landing the ~tllage of Deep Creek may be ~eached by d~our <br />thru Cornland and~Lindsays' Farm. It is recommended that I be authorized by resolution of the <br />Council to enter into a contract with H. H. Dunn, !nc., for the construction of approximately <br />nine miles Of the road for which funds are available. <br /> <br />"Yours truly, <br /> <br />"J. P. Je~vey, City Manag~ . <br /> <br /> On motion of Mr. Esleeck, the recommendation of the Manager was ~llowed and by ~he fol- <br />lowing vote: <br /> 'Ayes-- Brooks, Eslesok, Smith, Hall, Hutohins, Cast, White, '7. <br /> <br /> At this point, ~=~ Esleeok moved that the regular order of business be suspended and ~hat <br />the License Tax Ordinanoe~be now taken up. The motion was adopted. <br /> <br /> Thereupon, Mr. White submitted the following minority report on "Moving Pictures:a "Each <br />moving picture show, where, the admission fee is 5¢ or less, $76.00; where the admission fee <br />is over 5~ bu; not over 10~, $101.OO; where the admission fee is over lO, but not over 15~, <br />$201.00; where the admission fee is over-lS~ but not over 20~, $301.OO; where the admission fee <br />is over 20~, $501.OO. <br /> On motion, the minority report ~as adopted by the following yens: <br /> <br /> _Ayes-- Smith, ~utohins, Oast, White, <br /> <br /> <br />
