<br /> Mr. Hall moved that section 62, as follows, be struck out: "Towing;
<br />corporation who shall engage in the business of towing barges, boats,
<br />covered by a previous section.

<br /> "Ice Cream Manufacturers: Jelling at wholesale, where the capacity of the plant is 1000
<br />gallons or le~s. per.week, $51.00, where over 1000 but not over ~00~, $t6.O0; ~here over 2000

<br />On motion, the recommenc~tion was adopted.

<br /> M~. Brooks moved that section 26 on "G~rages," read ms fotl~ws: "Each person, firm or
<br />corporation conducting a ~r~ge for the storage mnd repair of automobiles, $~6.00; for the
<br />~ir of ~ut~mobilee only, $Z6.004
<br /> ~aon person, firm or corporation engaged in the business of storing,, repairing and sale
<br />of automobiles, $151.00. Agents for sale and demonstration of automobiles, resident or non-
<br />resident, not otherwise taxed,~ $201.00."

<br />The motion was adopted.

<br /> With regard to Section 22, on "Electric Light Companies," Mr. Esleeck moved that the words
<br /> "a flat ~x of $5,000.00," be struck out and t~at the following section be added thereto; "How-
<br /> ever, this provision shall not be considered as annulling, or interfering with, or preventing
<br /> any contract, franchise, or agreement by ordinance between the City of Portsmouth and the Nor-
<br /> folk & Portsmouth Traction Co. ms to co~pensmtion for rights and privileges in the streets and
<br />'alleys in the said City used for the purpose of poles and wires in fttrnishing the City and the
<br /> inhabitants thereof with electric lights and power."
<br /> The motion wms mdopted, and by the following vote:

<br /> Mr. Hall moved that the following section be added to section 27 on "G~s~Companies:" "How-
<br />ever, this provision shall not be considered as annulling, or interfering with~ or preventing
<br />any contract, franchise, or agreemen~ ~y ordinance between the City of Portsmouth and the Ports-
<br />mouth Gms Company as to compe~smtion for rights and privileges in the snreets ~nd alleys in
<br />the said City used for the purpose of pipes and mmins ih furnishing the City and the inhabi-
<br />tants thereo£ with Gas."

<br /> Then the privilege of the floc= was granted to Mr= J. V. Parker, who spoke concerning the
<br />tax on land mgen~s and rental a~d collections agencies.
<br />
<br /> Mr. White moved thmt paragraph ~, under "Agents," be amended to read as follows: "Each
<br />land agent, $101.O0; each agen~ for renting houses or collecting rents of houses, $76,00~ each
<br />person engaged in the business of both land ~g~nt ~nd renting houses and collecting rents cf
<br />houses, $126.00. Provided, however, where there is a firm doing business as such agents at
<br />the same locality, said tax shall be on the firm and not on each member thereof."
<br />
<br /> The motion was adopted, by the following vote:

<br /> Ayes-- Smith, Hall, Cast, White, 4.
<br /> Nays-- Brooks, Esleeck, Hutchins, 3.
<br />
<br /> Mr. Brooks moved that in Section 5~ the tax on telephone companies be $50~1.00 instead of
<br />$501.00. The motion was lost by the following vote:

<br />Nays-- Esleeck, Smith, Hutchins, Oast, White, 5-
<br />
<br />Mr. Hall moved that section 5~ on "Moving Pictures" be reconsidered.

<br />The motion was adopt-

<br />ed.

<br /> Then Mr. Br~oks moved that the following section be added thereto: "Where the seating
<br />capacity is less than 350, one-half of the above rate shall obtain; where the seating capacity
<br />is 350 but less than 500, t~e~thirds of the above rate sh~ll obtain; where the se~ting capacity
<br />is 500 or more, the full rate shall be charged."
<br /> .The motion was s~iopted.

<br /> Finally, Mr. H~ll moved that the Ordinance be adopted, as s~nsnded, and same was a'doDted
<br />as follows~

<br /> AN ORDINANCE IMPOSING A LICENSE TAX FOR THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE
<br />YEAR BEGINNING MAY 1st, 1921.

<br /> Be it ordained by the Council of the City 6f Portsmouth, Virginia, That for the year be-
<br />ginning May 1st, 1921, ~nd thereafter until annulled by ordinance, the following occupations,
<br />acts ~nd business ~rans~c~ions shall be deemed privileges and sh~ll not be pursued or done
<br />
