April Z6, l Zl At a regulmr meeting of the City Council April 26th there were present: Messrs-- Vernoh Brooks, R. B. Esleeck, J. C. Smith, J. H. Hall, Jr., R. A. Hutohins, Jr., J. Alien Oast, L. G. White, 7. Also the City Manager. The minutes of the regular meeting April-12th and special meeting April 19th were read ~nd were approved. Finance-- REPORTS OF COMMITTEES Referred April 19th Re~ommendatio~ of the City Manager that $22,000. be allotted from the Bond Issue to 2500 develop, ten acres of the new cemetery sitej f~om ! It is recommended th~t $2~500. ce appropriated for this purpose from the Cemetery B~nd~ Fund, and that such part of this ~mount as may be needed be loaned from the Improvement Bond F~nd. ~\ Mr. Brooks submits the following minority report on ~bove: It is recommended that same be referred ba'sk to the City Manager. Referred April 12th Repor~ of the Jail Committee on proposed plans for the new jail for the City of Ports- mouth. It is recommended that the City ~nager be empowered to visit and investigate prison farms. A communication from the City Manager concerning an ~pinion from the City Attorney that str£ctly speaking, the City is not bound to pay any part of the operating expenses connected with the West No~folk Bridge over ~he Western Branch, but is bound to pay one-half of the cost of maintenance. It is recommended that the City pay only what it is required to pmy by the Order of Annexation. A communicmtio~ from the City Manager stating that the Civic League of the Eighth Wmrd has recommended to him an appropriation of $500. ~or the white playground and $100. for the colored playground in the Eighth Ward from Eighth Ward funds; the City M~nager recommending favorable action on the same. It is recommended that a special appropriation of $6~0. be made for said purposes, out of Eighth W~rd funds. Referred M~rch 22nd $600. st ' app A communication from the City Attorney stating that he is in receipt of letter from W. G. Larmour's attorney requesting that judgment against the ~City in favor of ~r. Larmour for ~ $1, t33..42, with interest thereon from NovL 29, 1918, be oaid. It is recommended.that $633.~2 mcr ~r. Whereupon, Mr. Hall moved that the report be considered by sections. The motion was adopted. ~ith regard to recommendation that $2,500. be appropriated from the Cemetery Fund, to develop t~nr ~cres of the new cemetery site, Mr. Hall moved that the majority report be adopted, and s~me w~s adopted by the following vote: Ayes-- Esleeck, Smith, H~ll, t~tchins, Oast, White, 6. Nays-- Brooks, 1. With regard to empowering ~he City Manager to investigate and visit prison farms, Mr. Esleeck moved that same be adopted, and it was adopted by the following vote: Ayes~- Brooks, Esleeok, Smith, Hall~ Iiutchins, Cast, White, 7. With regard to recommendation that the City pay only what it is required to pay by the Order of Annexation for maintenance of the West Norfolk Brid~e, M~. Esleebk moved that same be adopted, and it was adopted by the following vote: Ayes-- Brooks, Esteeok, Smith, Hall, Hutchins, Oast, Vnite, Concerning section recommending that $600. be appropriated for playgrounds Ward, same was adopted, on motion of Mr. Esleeck, by the following vote: Ayes~- Brooks, Esleeok, Smith, Hall, Hutchins, Cast, White, in the Eighth And in connection with playgrounds, Mr. Brooks moved that the City Manager be instruct- ed ~o ge~' in touch With the proper Officers and that they make rules and regulations to con- trol all playgrounds.
