<br /> 5th. Submitted copy of resolutions adopted by Grimes Battery of Portsmouth, Va., on May
<br />Ilth, 1921, relative to the Visit of Governor Westmoreland Davis of Virginia.
<br /> He recommended that these resolutions be ~iled and that the Clerk of the Council acknow-
<br />ledge receip~ and report the action of the Council to the writer.
<br /> On motion, the recommendation of the' Manager was adopted.

<br /> 6th. Forwarding for consideration of the Council d~aft of a franchise proposed for the
<br />Portsmouth-Suffolk Bus 'Corporation. "This matter has not been fully stud~emlby me, as the ap-
<br />plican~ was anxious to get it before the Council for the regular meeting of May 2~th, 1921.
<br />
<br /> "I am informed by the applicant that steps have been initiated by a-Suffolk Corporation
<br />to get a similar frmnchise, and it is desirable that a Portsmouth concern be given this fran-
<br />chise if possible. ! w~u~d therefore recommend that the Council set m special d~te, as soon
<br />as possible, for considering this matter. Representatives from the various business organiza-
<br />tions of the City should be invited to attend.
<br />
<br /> '"A preliminary examination of the franchise indic~tes that the g~ant of an exclusive
<br />franchise of this kind for twenty-five years would be objectionable. I would therefore sug-
<br />gest that the period be ~educed to five years.
<br />
<br /> "It is the opinion of the City Attorney, in which I fully concur, that the rights of the
<br />City are reasonably protected by the other features-of the proposed franohDse.
<br />

<br />Then Mr. Brooks moved that the franchise be placed on its first reading. Mr. Hall
<br />moved to amend that same .be laid on the table. The amendment was lost by the following vote:

<br /> Then Mr. Oast moved to amend, that the franchise be placed on its first reading and
<br />a special meeting be called for its consideration.
<br /> The amendment by Mr. Oast was adopted by the following vo~e:

<br />Nays-- Hall, 1.

<br /> 6th. Attaching items of improvement which are now before the Council for consideration
<br />and recommended that as early action as practicable be taken in order that the work may be
<br />commenced without delay; the localities covered by these items having all been visited by the
<br />Council. He requested that a special meeting of the Council be held for consideration of
<br />the items.
<br /> Whereupon, Mr, Brooks moved that a special meeting be called for consideration of same.
<br /> The m~tion was adopted.
<br />
<br /> At this point, Mr. Brooks asked the City Manager about the appointment of a policeman
<br />to be Sealer of Weights &~Measures and License Inspector when the ordinance would not go into
<br />effect until June 10, 19~.
<br /> The City Manager stated that he had appointed Mr. Mathews as policeman and had assigned
<br />him to enforce the Sealer of Wef~ts & Measures ordinance and to check up licenses, the same
<br />as he would assign any other Policeman.
<br /> Mr. Esleeck asked to be recorded as objecting to interfering with the City Manager's
<br />authority.
<br />
<br /> The following ordinance which had been placed by the Council on its first reading

<br /> An Ordinance ~o Amend and Re-ordain an Ordinance Approved Juiy 2Otb
<br />to License and Regulate the Running of Automobiles, Locomobiles, Moto£oycles, Street Cars,
<br />and all Othe~ Vehicles and Conveyances, Along and Over the Streets of the City of Portsmouth;
<br />and to Repeal so Much of Section 383 of the Municipal Code as is in 0cnfliot with this Ordinance.
<br />
<br /> The City Manager asked permission to withdraw this d~aft of the ordinance and to submit
<br /> a substitute therefor. The permission was granted and he submitted the following, which was
<br /> placed on its first ~ea~iing:
<br /> An ordinance ~o Amend a~d Re-ordain an Ordi~nce Approved July 20th,
<br />to License and Regulate the Running of Automobiles, Locomobiles, Motorcycles, Street Ca.re, and
