071 March28, 1995 WHEREAS, i~ is believed that a designation of portions of Interstates 64 and 664 as the "Hampton Roads Beltway" would serve to further unite, promote and identify the area of metropolitan Hampton Roads; and WHEREAS, such unification and identification would greatly enhance the opportunity of each of the cities of metropolitan Hampton Roads to promote then{selves and the area. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it does hereby call upon the Commonwealth Transportation Board to designate as the "Hsanpton Roads Beltway" those portions of Interstates 64 and 664 from their point of intersection on the Peninsula in the City of Hampton, Virginia, to their point of intersection at Bower's Hill in the City of Chesapeake, Virginia. BE IT FURTHER RESOLVED that the City Clerk shall forward a true and certified copy of this resolution to the Commonwealth Transportation Board for its immediate consideration.'' Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-152 - Letter from the City Manager recommending adoption of two resolutions pertaining to King's Crossing. a. A resolution authorizing the City Manager to release drainage easements as may be necessary in the area adjacent to the King's Crossing site. b. A resolution authorizing the City Manager to convey Parcel 61 F, or a portion thereof, to the Portsmouth Redevelopment and HouSing Authority for development purposes. "Portsmouth Redevelopment and Housing Authority is negotiating with a developer for the King's Crossing site. As a result of these negotiations, the City will need to convey the parcel of land between the building and the Seawall. . ~n addition, the city has drainage easements between the building and the Seawall which may ~mpede Completion of this project. Authority to release an~ or ~11 of these easements as may be required, and as may be appropriate; is needed. ! I, theref?re, ~ecommend ~dop~ion of the attached resolutions which w~ll authorize ~he City Man~ger to convey all or a portion of property to the east of the K~ng'S Crossing site to Portsmouth Redevelopment and Housing Authority and to grant the authority to release such easements as may be required toward the completion of this project." Motion by Mr. Clemons,~ and seconded by Mr. Griffin, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZINGTHE CITY MANAGER TO RELEASE DRAINAGE EASEMENTS AS MAY BE NECESSARY IN THE AREA ADJACENT TO THE KING'S CROSSING SITE. WHEREAS, there appear to be drainage easements in the King's Crossing site which could interfere with the potential completion and development of the project; and WHEREAS, it is deemed essential that the City Manager have the authority to release these easements, or a portion thereof, in order to facilitate completion of the project as he may deem appropriate and proper.
