069 March 28, 1995 "Administration Policy Directive ~16, ,.city HOlidays and Pay Eligibility~" has been revised effective April 1, 1995. In order for the City Code to be consistent, I am requesting that the Code be amended to reflect that the Christmas Eve holiday will begin at 1:00 p.m. and that only full-time regular employees are eligible for paid holidays. I recommend your adoption of the proposed revision to the City Code." Motion by Mr. Pitts, and seconded by Mr. Hawks, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA {1988) BY AMENDING SECTIONS 2-111 (A) (9) AND (B) THEREOF, PERTAINING TO LEGAL HOLIDAYS." Ayes: Clemons, Griffin, Hawks~ Martin, Pitts, Robinett, Webb Nays: None 95-149 - Letter from the City Manager recommending adoption of an ordinance to amend Section 22-395(a) pertaining to reckless driving. "It is necessary to amend the City Code of the City of Portsmouth dealing with reckless driving and penalties in order to conform our code provisions with State law. I, therefore, recommend adoption of this ordinance to sanend the City Code in accordance with State law." Motion by Mr. Martin, and seconded by Mr. Griffin, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING THEREOF SECTION 22-395 (A), PERTAINING TO RECKLESS DRIVING," Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-150 - Letter from the City Manager recommending adoption of a resolution expressing the gratitude of the City of Portsmouth Virginia to A. J. "Junie" and Millie Lancaster for their generous donation of the collection that is known as the "Lancaster Train and Old Toy Museum" to the Children's Museum of Virginia. "As you are aware, A. J. "Junie" Lancaster and Millie Lancaster, his wife, recently announced the gift of their model train and antique toy collection to the Portsmouth Museum Foundation, Inc. This collection has been brought together over many years, and is regarded as one of the finest to be found in the United States. It will be placed in the Children's Museum of Virginia, where it will serve not only as a reminder of our past history, but as a reminder to future generations of a life long tradition of devotion and service to community and fellow citizens.
