oG8

March 28, 1995

"The Traffic Engineering Department has advised that there
are six (6) locations in the City which are currently
restricted by signage limiting the use of trucks over 10,000
pounds. These locations are:

City Park Avenue between Portsmouth Boulevard and Airline
Boulevard

Chautauqua Avenue between Detroit Street and Co~Unerce
Street

C. Prentis Avenue between Gilmerton Avenue and Duke Street

D. Maple Avenue between Gilmerton Avenue to DUke Street

E. LaSalle Avenue between Gilmerton Avenue and Duke Street

F. Evergreen Place between Portsmouth Boulevard and Deep
Creek Boulevard,

These locations were requested by civic leagues and business
owners and investigated by Traffic Engineering to determine
need. In addition to the above locations, there is a location
now in the Code that needs to be deleted to be replaced by item
B above.

G. Chautauqua Avenue between Wesley Street and Commerce
Street

Additionally, in response to a request ~from the Prentis
Place Civic League, the Traffic Engineering Department has made
an investigation of the physical and traffic flow conditions of
Gilmerton Avenue to determine the need for making the street
one-way in a northeast direction between Elm Avenue and Lincoln
Street. The Police and Fire Departments have been advised of
the request, and they have no objections to making Gilmerton
Avenue one-way. The City can also accommodate trash pick-up
very well because most of the homes are on the northeast side
of the street.

The Director of Traffic Engineering, therefore, recommends
a City Code change to include the streets as listed above for
restrictions on truck traffic and the establishment of a
one-way street designation for Gilmerton Avenue. I concur with
his recommendations and request your approval of these
ordinances to incorporate these changes."

Raleigh Harsley, 2124 Peach Street, spoke in support of the
proposed ordinance.

Motion by Mr. Clemons, and seconded by Mr. Robinett, to
adopt the following ordinance, and was adopted by the following
vote:

"AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY
OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 22-239
THEREOF, AND BY ENACTING.A NEW SECTION 222208 THERETO,
PERTAINING TO TRUCK TRAFFIC AND A ONE-WAY STREET."

Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb
Nays: None

95-148 - Letter from the City Manager recommending adoption of
an ordinance to ~unend Sections 2-111 (a) (9) and (b) of the
City Code pertaining to legal holidays°
