<br />ing his recommendation that $7,000. be appropriated to cover the p~obable
<br />from July let, 1921, to December 31st, 1921,
<br /> The following is the report of Mr. Benson:
<br />
<br /> "REPORT ON SEWER BREAKS IN PARK VIEW
<br />
<br />W. T. Cooke, C. S. Minter,
<br />
<br />Civil Engineer; and repeat-
<br /> sewer repair work
<br />
<br /> "At Villa and Webster ~treets:-
<br /> "The settlement of the street pavement at this point was caused by the fine sand in which
<br />the sewer was laid~ washing through a defective joint in the eight inch sewer to the west of
<br />the ejector. On examining the sewer, I found that pamt of the line uncovered to be in good
<br />conditi°n as ~o line and grade, but there wa? one defective-joint through whic~ ~e s~nd could
<br />wash into the pipe; At this joint the cemen~ was entirely gone from the top ox the pxpe,
<br />leaving an opening about half an inch wide and about two inches long. The under side of the
<br />joint gave evidence of careful work, being well caulked with oakum and filled with cement. The
<br />opening on the top of the joint may have been caused by back filling while the joint was soft.
<br />The sewer at this point is about thirteen feet under ground and in a fine water bearing sand
<br />that is very ha~d to handle, the trench was probably back filled as soon as the joints were
<br />made, or the troth may have sta~vted devinE.

<br /> At Leckie and Webster Streets--
<br /> "Two openings, each about ten feet long were made to repair the break at this point.
<br />did not have an opportunity to examine the first opening made. This openin~ extended ~eat from
<br />the mmhhole, The foreman informed me that the eight inch sewer pipe ha~ broken at the manhole
<br />and had ctv~pped about two and one half feet, leaving the eight inch opening into the manhole
<br />unobstructed to the flow of sand and water. ~hile I have no means of knowing the primary
<br />cause of this faitttre, I think it was probably caused by a defective joint Which, undermined
<br />the pipe and allowed it to settle until it broke free from the manhole.
<br /> "When the second opening to the west of the first was made, I examined the sewer line and
<br />found that while there bad'been a very considerable settlement of the line, the line had evi-
<br />dently been Well laid according to the umua~ngineering practice, as the Oyster 'shells and
<br />bribhing were Still under the pipe.
<br /> City
<br /> "From my examination of these two openings and talks with the/Engineer, I am om the opin-
<br />ion that the failttres have been due to local causes and not due to any general~fault of the
<br />sewer as a whole. It is mlmost impossible to avoid some defective joints even with the closest
<br />inspection.
<br />
<br /> "As~ preventative measures ~hat can be taken, I know of none that can be used after
<br /> the .sewe~ is installed ~ud in use. In new work, ca~eful design, particularly as to foundation
<br /> and careful inspection to see that the pipe is properly laid and all joints are well caulked
<br /> with oakum and filled with cement, that hack filling is done with care so ~$ to get uniform
<br /> bearing around the pipe and at the same time to avoid either moving the pip~ or 'dist~bing the
<br /> joints.
<br />
<br /> "The fact that repairs already made have been permanent would indicate that they have
<br /> been properly made.
<br />
<br /> "~ know of no means of determining the probability of future faiiu~es. If sand in
<br /> quantitie~ greater than could be accounted for as coming through the manhole tops is found
<br /> in the sewer it would indicate a leak in the line above, probably a defective joint, but
<br /> ther~might be considerable difflou~ty in finding just where the leak might be.
<br />
<br /> "As to foretelling the location of future breaks, I k~ow of no way, other than uncover-
<br /> ing the line and making a caxeful examination. The cost of this would probably he fa~ in
<br /> excess of the benefit darivedj
<br />
<br /> "A few bad joints are to be expected as there is no such thinE as pe~fect work or per~
<br />fect inspection.
<br />
<br /> "I do not khink, the breaks in She Pa~k View sewer should cause undue alarm. I certain-
<br />~ly should not advise at this time either uncovering the sewer for inspection or relaying it.
<br />

<br /> tth. Enclosing a petition from certain residents of Crawford street, requesting that
<br />the west side of Crawford street, between~Hi~ and So~th, be paved. The Man, get stated that
<br />this is a worthy project, ~t for reasons already given, he is of the opinion that it should
<br />be deferred for the present.
<br /> On motion, this petition was referred to a special meeting which will oonside~ vs~vious
<br />street improvements ~ecommended by the Manager.
<br />
<br /> 9th. Forwarding bills from the City Sergeant aggregating $13~.~0 for commitment fee and
<br />board of City prisoners for part of the month of ~.y and all of the moth of June; and there-
<br />fore, recommendingthat an appropriation of $$00. be made to cover thi~ matter to the end of
<br />the calender year.
<br /> On motion, the matter was referred to the Finance Committee.
