<br /> Nr. White moved that the ordinance be adopted. Nr. Brooks moved the following amendment:
<br />that there be added to the ordinance a clause compelling the owner or oooupant,o~ person, firm
<br />or corporation having care of any vacant lot or land to keep ~"dt the weeds, vines, and grass
<br />on the sidewalk between the street line of the said land and the curb line~
<br /> Mr. Esleeok moved ~o amend, that the matter be referred back to the City Nanager to
<br />Bget s~u opinion from the City Attorney as to the legality of the amendment offered by Mr.
<br /> rooks. ~he. amendment by~Nr. Esleeck was adopted.

<br /> A letter was read from the City Council of Norfolk acknowledging receipt of lette= from
<br />the Portsmouth City Council forwarding oopy~of resolution a~iopted by the City Council.of ~orts-
<br />mouth on July 26th with referen6e to the H~Dor Bomrd and Ha~bor Masters. The communication
<br />stated that the Council of Norfolk at its ~eting on August 2nd directed the Clerk to~w~i~e
<br />and say that the matter has bee~ disposed of so far as the Cbuncil of the City of Nor~olk~is
<br />c~cerned s.nd it could not at this time concur in the appointment of the Committee, as request-
<br />

<br /> A bill was received from the Commonwealth of Virginia against the City of Portsmouth, to
<br />amoutt of $175.~6, as ~ax A'~~ the rate of ~ on the basic premiums chargeable against am-oun~
<br />of pay roll as filed with the Industrial Commission of Virginia, for the six months ending
<br />June 30, 1920, and for the Six months ended December 31, 1920,
<br /> On motion~ the. bill was referred ~o the Finance Committee.

<br /> A communication was read fro~ L. C. Brinson, Secretary-Treasurer of the League o% Virginia
<br />Nunolpalities, stating that the'.16th Annual. Convention of said League will ~e held in Norfolk,
<br />Va., on the 7th, 8th, and~th of ~eptembe~, and requesting that the Council send delegates
<br />to the meeting.
<br /> Whereupon, the P~esident ~amed the City N~ager;~the City Clerk & Auditor, and~members
<br />of the Council as delegates-to said Convention.
<br />
<br /> A commu~n~cation was read from Southerland & Herb~l~t soliciting the Council's patronage
<br />for any kind, of bon~s for~City~e~ployees, cashiers, and otherwise, also construction bonds.
<br /> The communication was ordered to be filed.

<br />and Farmers Bank ~o the credit of this suit, ~nd was argued by counsel. Upon consideration
<br />whereof, it appearing to the oou~t from said portion that Winstsn Parrish, who wms ~ppoln~ed
<br />Special Commissione~ in this cause has departed this life, and that the taxes ~rected to be
<br />ps. id by him under the decree entered herein on the ?th d~y of Ju~e, 1920~ have hot been paid,
<br />and that there is a balance of' $212~36 deposited in the Nerohsmts and Farmers Bank mo the
<br />credit of the said Winston Parrish, Special Commissioner, in this omuse, and held subject tO
<br />the further order of this court, it is adjudged, ordered, and decreed that R. C. Barclay,~
<br />who is hereby appointed Special Commissioner, for that purpose, dc, upon a certified copy of
<br />~his decree, check upon the said fund deposited in the Meroh~uts and Farmers Bank to the
<br />credit of the said Winston Parrish, Special Comm~ssioner~ in this cause, and p~y unto E~ Thomp-

<br />1903, 190~, 1905, 1~6, an~ 1~7, and city ~axes for ~he yea~s 1900, 1901, 1902, 1~O3, 190~,
<br />1905, 1906, and 1907, due oh said property in the name of Mary F. Silverthorn and assessed
<br />ss "E. End of Butle~.St,,~ $ccrued during the lifetime of the said Nary F. Silverthorn and
<br />~nile she owned ~ life esthete therein, it iS adjudged, ordered, and decreed t~at the said
<br />~tate tax~s on s~prop~r~y~for- ~he years 1~02, !90~, 190~, t90~, 1906, and 1907, and
