<br /> Gentlemen:-- As h~s been p~eviously pointed out to the Councii
<br />our Ordinances are in an exceedingly unsatisfactory condition. It has been many years since
<br />they were co2~ified, the.last code being d~ted September, 191~, and since that time drastic
<br />changes have been made in the Charter form of our municipal government in existing ordinmnoes,
<br />a~d ma~y new ordinances have been enacted.

<br /> I believe a new co~Ll$icmtion is absolutely eeeential~ and the work should be~completed
<br />without delay. It is impossible for the City Attorney to do this work except at i~te~mit~
<br />ent periods which would re~ult~ln spreading it over possibly several years before &~ oout~
<br />be completed and it would.~be partially obsolete befbre it ~ould be eent~to~ihe~printe2~'~Fo~
<br />thio reason I believe~that~an Attorney should be specially employed to h~ndle it. If a
<br />oompeten~ man de$~te~is time exclusively to it, it should be completed in two or bhree
<br />months. Such a man can be s~cured for, I estimate, $600.00. Authority to do this and a spec-
<br />ial appropriation of $600.00 for the purpose is recommended.

<br /> , Section ~6:of the Ordinance adopted January 25th, 1921, provides 'All
<br />monies arising 'u_~der thi~ o~dinanc$ for the opening of streets she,ll be deposited to the
<br />~redit of~the paving fund.and shall be used only~n the repair of streets. This c!~s~
<br />was intended to mutema~cally reimburse the paving fu~d for expenditures made in opening
<br />streets, but is d~fective in that the amount so accruing is not appropriated.
<br />
<br /> Since the.~Dassage of the .Ordinance, $5~.63 has been expended in closing
<br /> such openings. In addition $996.~8 has been expended for ~ork donefo~ various cCrpo~mt~ons
<br /> in the City for which the cit~ has been re-imbursed and which has 'b~en deposited With th~
<br /> Treasurer. tt is extremely desirable that the work on South St. be continued, as ~the ou~er
<br /> portions o£ the street have been rebuilt and in order to relieve the traffic on Lfncoln St.,
<br /> Fourth and Court, the portions from Effingham St. emst should also be repaired. I, there-
<br /> fore, ask that a total of $1543.21 be appropriated to account ~ , materials for repairs
<br /> to improved streete~ This will permit us to continue our repairs to the end of t~e
<br />I mm~y'add that the items aggregating $~96.58 were unexpected revenue smd involved unex-
<br />pected expenditures from our appropriation. If the work on Sou~h St, i's completed, it will
<br />give a smooth paved street into the City by the shortest route from the Deep Creek section,
<br /> permitting a turn into High'St, at EffinEham, Washington or Dinwiddie.
