"Portsmouth, Va., September 9, 1921. <br /> <br />"HONORABLE CITY COUNCIL, <br />Portsmouth, <br /> <br /> "Gentlemen:-- <br /> In aocorcl~nce with instructions of the Coumcil, I have carefully investi- <br />gmte~ the question of the advisability of removing-present police headquarters to a more <br />desirable-location, thereb~ divorcing the police station from the Jail, and beg to submit the <br />following report~ <br /> <br /> "First: In'case the present jail is rebuilt ~s now costemplated, it~ould cost more by <br />possibly.$f~O,OOO~or $75,000 to put police headquarters and~tention ~ell's on a new site than <br />it would to put them in the jail building. <br /> <br /> "Second: In ease a new municipal building is constructed, there will he ample room on <br />the, ro~zf of the building for Jail, police hemdquarters and detention cells, while. &ll neces- <br />sary ~ffices, assembly room, quarters for deputy sergeant and court room can be provided in <br />other p~rtm cf the building. <br /> <br /> "Third: The over-head expenses sUch as heating, lighting, water, janitor service, etc., <br />wou.l~be-largely increased by having separate buildings.
