<br /> addreSSed to our Mayor, calling attention to the Convention of the American Society of Muni-
<br /> cipal Improvements, which will meet in Baltimore October 2~-28th, :1921, smd suggesting that
<br /> a conference of Mayors be held at the same time. The Manmger states that'if Mayor Hutchins
<br /> approves, he thinks it would be a very splendii thing for him to attend.
<br /> On motion, the communications were referred to the Fina~e Committee.

<br /> 13th.' Enclosing bill from the City Sergeant to .amount of $175.3~, for bosmd and commit-
<br />merit fees of Prisoners for the month of August, 1921, and recommending that same be paid.
<br /> On motion, the bill was referred to the Finance Committee.

<br /> l~th. Enclosing communication from the Burroughs Adding Machine Co., making a special
<br />offer of an adding machine for the City Treasurer's Office, the Company quoting a price of
<br />$385.00 less an allowance of $?O.00 on the Wales machine now in use, making the net cost~.$315.00.
<br />~he offer holds good for the next 3Odmys. The ManAger recommends that,h~ be authorized to
<br />purchase it,. with the understancting that provision be made in next Year s budget for it.
<br /> On motion, ihs matter was referred to th~ Finance Committee.

<br /> ~Sth. Recommendation that an appropriation of $900. be allowed as ~olloWs: $300.00 for
<br />repairs to the A~mory, $200.00 for purchase of furniture for the Armory, $~00.00 for iurnit~u~e
<br />for Grimes Battery; a~d ~0~.00 for repairs to storage room.
<br /> On motion, the recommended appropriation was referred to the Finance Committee.

<br /> 16th. ~tating that on account'of emergencies, it has been necessary to sell two more lots
<br />in Avenue B, Oak Grove Cemetery; and he, therefore, asks action as soon as practicable on
<br />his recommendation that this Avenue be closed.
<br /> In this connection, the following communication from the Manager was =e~5, same having
<br />been laid on the table by the Council August ~3rd until this meeting:
<br />
<br /> #~n a recent emergeno~y it was necessary for me to authorize the sale of a lot in AVenue
<br />B, Oak Gro~e Cemetex~y., to provide a place of burial for a citizen of the City, killed in an
<br />accident. This avenue is littl~ used and its closing leaves other entrsmces on all lots
<br />~djacent to it on East and West streets.
<br />
<br /> si, therefore, recommend that the Council by. resolution, formally declare this avenue
<br />to be closed and that I be authorized to sell lots in it at present in emergency only for the
<br />sum of $50.00 each.
<br />
<br /> ~The site has been viewed'by the majority of the Council, and I therefore do not deem
<br />necessary to go into details further."

<br /> On motion of Mr. White, the recommendation of the Manager that Avenue B be closed
<br />and that he be authorized to sell lots in it at present in emergency cases only for the sum
<br />of $50..00 each, was concurred in, and by the following vote:

<br /> l?th. S~ting that, in connection with bide for paving that he has awarded the contract
<br />for concrete base to R. G. Lassiter & Co., at $1.80 per square yard; for one-course concrete
<br />to Stuart Sylvester at $~.90 per yard, and for concrete curb and gutter to Ounn~ham &Meleon
<br />at $.83 per foot for straight work and $1.~ per foot for ~drvin~ work. The contracts have
<br />been awarded to the lowest bidder in each case.
<br /> On motion, the report was ordered to be filed.

<br /> 18th. Requested that he be authorized to attend the Oon~ention of the American SocieSy
<br />of Municipal Improvements in Baltimore October 2~-28th, 1~21, the expense being probably $~0.O0.

<br /> AN ORDINANCE DEFINING GARBAGE, PROVIDING FOR THE SEPARATION OF
<br />TRASH, GARBAGE, AND FAPER BEFORE BEING PLACED ON THE STREETS FOR COLLECTION BY THE CITY TRASH
<br />AND GARBAGE CARTS. (See Ordinance Book).

<br /> A report of the Portsmouth Water Department's estimated financial condition as of January
<br />1st, 192~, was presented. '
<br /> On motion of Mr. Brooks, the paper was referred to the Council, sitting as a Committee
<br />of the Whole, with the City Manager and ~uperintendent of the Water Department, the President
<br />of the Council being requested to issue the call for such meeting.
