<br />plant'. Mr. Hamgrovss has stated to me that he desired to have a meter placed so that he could
<br />hate a great number of ~mall hose connections distributed over his property and feel free to
<br />use them in sase of a th~ea~n~cl fire, and without any restrictions, knowing that water was
<br />being registered b~-meter'.

<br />~ I am ret%t~ning this Ordinance, because as stated above, I believe you are under the im-
<br />pression that I intended that no water used for fire purposes should be charged for'; of cou~rse
<br />if you do not agree with me in the above suggestion, and desire the change made to furnish
<br />free water used through meter for fire purposes, I will make the necessary changes in the
<br />Ordinance'.

<br /> As I have-received some encouragement in my plan for the proposed additi~
<br />to the Municipal Building, ~ beg leave now to submit it formally ~o the Council, wi th a
<br />.commendation for its adoption. This plan is as follows:

<br /> I~ Have a committee of rea.l estate men selected by the Council place
<br />a~value on ou~ jail lot at Wa2hington & High Sts., then advertise this lot for sale, autho-
<br />rizing the acceptance of five yea~ notes at 6~ interest in payment. In case the highest bid
<br />received is below~the figure, determined by the committee appointed by the Council all bids
<br />are to be rejected,

<br /> 2nd. With the funds accruing from this sale, construct a~naddition to
<br />ou~ present Municipal Building in accor danc~ with plans herewith. The advantages of these
<br />plans have already been explained fully in a memorandum to the several members of the Council
<br />and I deem it unnecessary to repeat them here.

<br /> 3rd, Offer $$00~.O0 for lot owned by the trustees of the Home of Labor
<br />at the corner of King and Washington Sis., and if this offer is not accepted, authorize the
<br />City Manager to proceed with the condemnation of this land for the purpose.of erecting a
<br />library thereon.

<br /> 4th. -Erect a library on the lot at King and Washington 8ts., at a cost
<br />of $30,000,
<br /> The total cost of the library and the addition to 'the Municipal Building
<br />will be $110,O00 ~nd ~ aa~ confident that the interest accraing from the sale of the jail
<br />lot, the ~axes on this propert~ both real'estate and license, the savings in rent and savings
<br />due to increased efficiency in the conduct of the City goEernment will more than carry the
<br />cost of the structures proposed. I have alremdy pointed out the very important additional
<br />advantage whioh Will result from giving a number of our unemployed men employment for some
<br />time to come.

<br />report bea~ing on the consSlidation of the offices of Police and Civil Justices of the City

<br /> Mr. Whi~e moved to amend, that copies of the correspondence be furnished each Council-
<br />man and be considered at the next =egulmr meeting of Council.
