General J. P~ Jervey,
City Manager,
Portsmouth, Va.

- Dear Sir:--
t have your letter of Dec. 16th, in ~eference to Section ~, Paragraph A,
'of the Water Ordinance, which is herewith returned.

I- understand your letter to mean ~that you and the City Council do not clear-
ly Understand m~ in~ention in making a recommendation for the change,

It~ was not m~ intention to furnish any free water through, these meters for
fete/onrpose~oms no free water is furnished for any purpose, and I do not believe the 'ice
should be broken' ui%der any .~roumstanoes whatever, tf a meter ~i~e/plaoed aS proposed, and
a ~onsumer t~?aYS for what he uses, it cannot in any case amount to any considerable sum, ms
fires are infrequent, and comparatively little, water will be used ~throu/~h the meter before
the Fire Department is on the scene.

~ .. No_objeetimn h~$ ~ever been mad~_..to me by any..cgnsumer to p.aying for water
actually Used mnrough, memer ~qrfmre p .urposes. '.'n~s 'recommenaamxon, as you ~now, was made
