O86 <br /> <br />April 11~ 1995 <br /> <br /> (3) Disinfectant Monitoring and Public Information <br />Program aimed at identifying issues of taste and odor; <br />microbial quality, and potential commercial and industrial <br />impacts involved with switching the City's primary water <br />disinfectant from chlorine to chloramines. Status: To be ready <br />by the end of April 1995. <br /> <br /> With the substantial completion of these elements, the <br />Director of Public Utilities has advised me that we should <br />proceed with the next portion of Portsmouth's phased program <br />for the improvements at the Lake Kilby Plant. This next <br />element includes: The final design (including geotechnical <br />work) and completion of a bid package for the Phase III work; <br />regulatory review by the State Department of Health; and <br />advertisement and acceptance of bids for the Phase III work. <br /> <br /> The Director of Public Utilities has requested an <br />appropriation of $712,900 for this effort and has submitted an <br />updated master schedule for the Phase III project. In keeping <br />with Council's past direction, we are proceeding in a phased, <br />deliberate and well thought manner in addressing Portsmouth's <br />compliance with evolving water regulations. This work was part <br />of the voter approved Public Utilities Bond Referendum and the <br />approved CIP. <br /> <br /> I ask that you accept the revised schedule for this <br />project, appropriate the requested funds, and authorize me to <br />sign a task order for this work with the City's water <br />engineering consultant, CH2M-Hill. <br /> <br /> With this appropriation, the remaining balance in the <br />Public Utilities Capital Improvements fund will be <br />$21,818,122." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $712,900.00 FROM THE PUBLIC <br />UTILITIES CAPITAL IMPROVEMENTS FUND FOR THE COMPLETION OF THE <br />DESIGN OF THE FACILITIES REQUIRED FOR PHASE III OF THE LAKE <br />KILBY WATER TREATMENT PLANT." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None :~ <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Clemons, to <br />authorize the signing of a contract with CH2M Hill, for the <br />final design stages of improvements at the Lake Kilby Plant, <br />and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-178 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Chapter 9 of the City Code by amending <br />Sections 9-26(a), 9-34, 9-38, 9-40 and 9-43 and by repealing <br />Sections 9-3, 9-30, 9-32, 9-33,9-42 and 9-102 pertaining to <br />cemeteries. <br /> <br /> "The Department of Parks and Recreation has recommended <br />the follOwing changes to the Cemetery code in order to clarify <br />Several changes in operational procedures. <br /> <br />Sec. 9-26. IndiCates the current street address for Cedar <br />Grove Cemetery. <br /> <br /> <br />
