April 11,1995 Motion bY Mr. clemons, and seconded by Mr. Griffin, to award the conStTuction contract to E.~V. Williams Company, Inc., to install a surcharge load over the area surrounding the site of the new I.C. Norcom High School, and was adopted by the following vote: Ayes: Clemons, Griffin, Pitts, Webb Nays: Hawks, Martin, Robinett 95-176 - Letter from the City Manager recommending adoption of an ordinance to appropriate $200,000 from the Capital Improvements Fund for continued improvements to the mall area for the Children's Museum of Virginia. "The recently apprOved 1994-95 Capital Improvement Program includes $200,000 for continuing improvements to the mall area for the Children's Museum of Virginia. These improvements were approved by the Downtown Design Committee and Fine Arts Committee last year. The Director of Public Works recommends appropriation of the necessary funds to proceed with this work. I concur with the Director of Public Works and, with your approval of this item, the balance in the Capital Improvements Fund is $16,670,054." Motion by Mr. Pitts, and seconded by Mr. Griffin, to adopt the following~ordinance, and was adopted by the following vote: AN ORDINANCE TO APPROPRIATE $200,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR IMPROVEMENTS TO THE MIDDLE STREET MALL AREA FOR THE CHILDREN'S MUSEUM OF VIRGINIA." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-177 - Letter from the City Manager recommending adoption of an ordinance to appropriate $712,900 from the Public Utilities Capital Improvements Fund for the final design stages of improvements at the Lake Kilby Plant to achieve compliance with evolving U.S.E.P.A. drinking wateR regulations, and a motion authorizing the City Manager to s~gn a .cOntract with CH2M-Hill for completion of this work. a. Ordinance to appropriate $712,900 from the Public Utilities Capital Improvements Fund for the final design of Phase III facilities at the Lake Kilby Plant to ensure Portsmouth meets its regulatory deadline for this project. b. Motion authorizing the City Manager to sign a contract with CH2M-Hill. "Upon the completion of the pilot plant work last April, Council approved a schedule that would allow Portsmouth to achieve compliance with evolving U.S.E.P.A. drinking water regulations and appropriated funding for the three elements of the continuing work at the City's Lake Kilby Water Treatment Plant. The three project elements (and their current status) were: (1) preliminary design (to the 25% stage) of the Phase III facilities at the Lake Kilby Plant. Status: Complete. (2) Design of the instrumentation and controls required for the Phase II facilities. Status: Complete and out for bid with the bid opening set for April 14, 1995.
