Williams Company, Inc., <br />to install a surcharge load over the area surrounding the site <br />of the new I.C. Norcom High School, and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Griffin, Pitts, Webb <br />Nays: Hawks, Martin, Robinett <br /> <br />95-176 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $200,000 from the Capital <br />Improvements Fund for continued improvements to the mall area <br />for the Children's Museum of Virginia. <br /> <br /> "The recently apprOved 1994-95 Capital Improvement Program <br />includes $200,000 for continuing improvements to the mall area <br />for the Children's Museum of Virginia. These improvements were <br />approved by the Downtown Design Committee and Fine Arts <br />Committee last year. <br /> <br /> The Director of Public Works recommends appropriation of <br />the necessary funds to proceed with this work. I concur with <br />the Director of Public Works and, with your approval of this <br />item, the balance in the Capital Improvements Fund is <br />$16,670,054." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to adopt <br />the following~ordinance, and was adopted by the following vote: <br /> <br /> AN ORDINANCE TO APPROPRIATE $200,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR IMPROVEMENTS TO THE MIDDLE STREET MALL <br />AREA FOR THE CHILDREN'S MUSEUM OF VIRGINIA." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-177 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $712,900 from the Public Utilities <br />Capital Improvements Fund for the final design stages of <br />improvements at the Lake Kilby Plant to achieve compliance with <br />evolving U.S.E.P.A. drinking wateR regulations, and a motion <br />authorizing the City Manager to s~gn a .cOntract with CH2M-Hill <br />for completion of this work. <br /> <br /> a. Ordinance to appropriate $712,900 from the Public <br />Utilities Capital Improvements Fund for the final design of <br />Phase III facilities at the Lake Kilby Plant to ensure <br />Portsmouth meets its regulatory deadline for this project. <br /> <br /> b. Motion authorizing the City Manager to sign a contract <br />with CH2M-Hill. <br /> <br /> "Upon the completion of the pilot plant work last April, <br />Council approved a schedule that would allow Portsmouth to <br />achieve compliance with evolving U.S.E.P.A. drinking water <br />regulations and appropriated funding for the three elements of <br />the continuing work at the City's Lake Kilby Water Treatment <br />Plant. The three project elements (and their current status) <br />were: <br /> <br /> (1) preliminary design (to the 25% stage) of the Phase III <br />facilities at the Lake Kilby Plant. Status: Complete. <br /> <br /> (2) Design of the instrumentation and controls required <br />for the Phase II facilities. Status: Complete and out for bid <br />with the bid opening set for April 14, 1995. <br /> <br /> <br />
