<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />April 11, 1995, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice !Mayor Johnny M. Clemons, Bernard
<br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C.
<br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager,
<br />George M. Willson, Acting City Attorney.
<br />
<br /> Lavina Falzone, 8th Grade Student, Hunt/Mapp Middle School,
<br />opened the meeting with prayer which was followed by the Pledge
<br />of Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to
<br />approve the minutes of a called meeting on March 27, 1995; a
<br />Called Meeting on March 28, 1995; a Regular Meeting on March 28,
<br />1995; a Called Meeting on April 4, 1995, and was adopted by
<br />unanimous vote.

<br />95-169 - Proclamation presented to Dr. Venita Newby-Owens for
<br />"Childhood Lead Poisoning Awareness Day".
<br />
<br />95-170 - Proclamation presented to Captain Alice Holmes for
<br />"Public Safety Telecommunicators Week".
<br />
<br />95-171 - Proclamation presented to Paul Honaker, Old Dominion
<br />Lodge No. 5, for "Living Legacy Week".

<br />1. Lloyd Beazley, 3186 Reese Drive, spoke on the Civil Service
<br />Commission.
<br />
<br />2. Brian Melchor, P. O. Box 1031, spoke on hiring practices and
<br />recruitment of minorities.
<br />
<br />3. John Wesley Hill, 2906 Malpleton Avenue, Norfolk, spoke on
<br />hiring practices and recruitment of minorities.
<br />
<br />4. Shirley Hines, 1016 Blair Street, spoke on hiring practices
<br />and recruitment of minorities.
<br />
<br />5. Janet McDaniel, 3800 Pughsville Road %89, SuffOlk, spoke on
<br />recruitment practices.

<br />- PUBLIC HEARING
<br />
<br />95-173 Public hearing on the City's Operating Budget and Tax
<br />Rates for Fiscal Year ending June 30, 1996.
<br />
<br />1. Dr. Sam Lamb, Tidewater Community College, requested funding
<br />for Tidewater Community College and the Museum and Fine Arts
<br />Commission.
<br />
<br />2. Jackson Shaw, 503 Linda Road, requested a 10% 'pay adjustment
<br />for retirees earning less than $15,000 a year.
<br />
<br />3. Bert Laskin, 3621 Carter Road, representing the Municipal
<br />Finance Commission, spoke in support of the proposed operating
<br />budget.
<br />
<br />4. Eddie Butler, 5632 Gregory Court, requested continued funding
<br />of the Endependence Center.
