0' 2 April 11, 1995 WHEREAS, the judges of the Juvenile and Domestic Relations District Court for the City of Portsmouth have expressed their support for establishing such a program in Portsmouth~ and WHEREAS, the Council of the City of Portsmouth believes this program offers a beneficial and unique sentencing alternative for the juvenile justice system and that a training center located at a suitable location within the Haanpton Roads region would be a welcome addition to programs presently offered. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council invites Institute in Basic Life Principles to consider the Hampton Roads area as a location for a training center that will work with youth in crisis and their families so that they can become responsible and productive citizens in our community." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-184 Letter from the City Manager recommending adoption of a resolution designating the Social Services Department and other agencies as coordinators of long term care services. "Section 2.1-373 of the Code of Virginia requires the governing body of each city or county to designate a lead agency and member agencies to accomplish the coordination of long-term care services for the elderly of their localities. Once our local agencies have been so designated, their representatives will form a committee to pursue the objectives of coordinating and administering public long-term care services for Portsmouth's elderly citizens. I, therefore, recommend adoption of this resolution designating the Department of Social Services as the lead agency and the Department of Public Health, the Community Services Board, the Southeastern Virginia Area-Wide Model Program (SEVAMP), the Mayor's Senior Citizens Committee, the Portsmouth Redevelopment and Housing Authority and the local Nursing Home Pre-Admission Screening Team as member agencies." Motion by Mr. Clemons, and adopt the following resolution, following vote: seconded by Mr. Martin, and was adopted by the to "A RESOLUTION DESIGNATING THE DEPARTMENT OF SOCIAL SERVICES AS THE LEAD AGENCY AND CERTAIN MEMBER AGENCIES TO COORDINATE LOCAL LONG-TERM CARE SERVICES FOR THE ELDERLY. WHEREAS, Section 2.1-373.7 of the Code of Virginia directs localities to designate a lead agency and member agencies to WHEREAS, this statute was enacted to assist ~nd~viduals to remain in their own homes while assuring the provision of appropriate care and services to such individuals,.including socialization, health care, nutrition, daily living services and supportive assistance; and
