April 11, 1995 <br /> <br /> BE IT FURTHER RESOLVED that the City Attorney he, and he <br />hereby is, directed to deposit the sum of $338.30 to the credit <br />of the Clerk of the Circuit Court of the City of Portsmouth as <br />provided by law to compensate Deborah L. Dillow, the owner of <br />the property, designated and shown on "Plat Showing Property To <br />Be Acquired by the City of Portsmouth for Right-Of-Way Purposes, <br />Portsmouth, Virginia," prepared by Horton & Dodd, P.C., <br />Surveyors, Engineers and Planners, dated August 22, 1994, a copy <br />of which plat is attached hereto and made a part hereof." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-183 Letter from the City Manager recommending adoption of a <br />resolution inviting the Institute in Basic Life Principles to <br />establish an advanced training institute for troubled youths and <br />their families in the Hampton Roads area. <br /> <br /> "As you are aware, the Mayor has been researching and <br />investigating a program known as the "Advanced Training <br />Institute" which is for juveniles offenders. This special <br />program whi:h is designed to teach and train juveniles on how to <br />lead productive lives, would be a regional effort, and probably <br />located in Virginia Beach, but used by juveniles all across <br />Hampton Roads. The cities of Norfolk and Virginia Beach have <br />already approved resolutions endorsing the program. <br /> <br /> Additionally, the Mayor also has met with both of the <br />juvenile court judges who have endorsed the program. <br /> <br /> I, therefore, recommend your approval of the attached <br />resolution endorsing an Advanced Training Institute for <br />juveniles in Hampton Roads." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, EXPRESSING ITS SUPPORT FOR THE ESTABLISHMENT OF A <br />PROGP~%M FOR YOUTH iN CRISIS IN THE HAMPTON ROADS AREA AS AN <br />ADDITIONAL ALTERNATIVE FOR JUVENILE OFFENDERS. <br /> <br /> WHEREAS, the City of Portsmouth, like other cities across <br />the country, continues to experience a growing juvenile crime <br />problem; and <br /> <br /> W~EREAS, juvenile offender programs presently available in <br />Hampton Roads are struggling with inadequate facilities and <br />staffing shortages along with the related problem of recidivism; <br />and <br /> <br /> WHEREAS, the situation is such that the courts and court <br />services are finding it increasingly difficult to place <br />juveniles in rehabilitation programs because of limited <br />alternatives; and <br /> <br /> W~EREAS, the Council of the City of Portsmouth recently has <br />become aware of the Youth in Crisis Program, developed and <br />implemented by Bill Gothard for the purpose of teaching and <br />training juveniles how to lead productive and happy lives; and~' <br /> WHEREAS, program criteria are such that juveniles must meet <br />certain requirements for participation, but those who are <br />referred by the courts are provided an opportunity to turn their <br />lives around; and <br /> <br /> <br />
