June 25,2002 <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />02 - 189 - Adoption of various ordinances to amend Chapters 11, 16, 17, 19, 22, 24, 25, <br />32, 37 and 39 of the Portsmouth City Code in order to increase certain fees, fines and <br />cost of permits currently assessed by the City. <br /> <br />Based on a survey of the region, recommendations have been made to increase <br />a number of fees and fines to amounts more comparable to other Hampton <br />Roads cities. Also, certain fees were established during the 2002 General <br />Assembly session that may be adopted by local ordinance. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to defer consideration of <br />02-189 to the meeting of July 9, 2002, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />02 - 190 - Adoption of an ordinance to appropriate $375,000 in the Capital Improvement <br />Fund for flood mitigation funds received from the Virginia Department of Housing and <br />Community Development for drainage improvements to Highland Biltmore. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $375,000 in the Capital Improvement Fund <br />for flood mitigation funds received from the Virginia Department of Housing and <br />Community Development. <br /> <br />Purpose and Need: <br /> <br />· The City received a flood mitigation grant in the amount of $375,000 from the <br />Virginia Department of Housing and Community Development for drainage <br />improvements to the Highland Biltmore area. <br /> <br />Financial Impact: <br /> <br />· No matching funds are required from the City of Portsmouth. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $375,000 IN THE CAPITAL IMPROVEMENT <br />FUND FOR DRAINAGE IMPROVEMENTS TO THE HIGHLAND BILTMORE <br />NEIGHBORHOOD." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />02 - 191 -Adoption of an ordinance to appropriate $195,848 in the Grants Fund for the <br />USDA Summer Food Program. <br /> <br />This program will provide breakfast and lunch to approximately 4,530 children at <br />19 locations. No local match is required. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $195,848 in grant funds for the USDA <br />Summer Food Program. <br /> <br />Purpose and Need: <br /> <br />· The United States Department of Agriculture has approved a grant in the amount of <br />$195,848 for the Department of Recreation's USDA Summer Food Program. <br /> <br /> <br />
