June 11,2002 <br /> <br />Financial Impact: <br /> <br />· The Museums must provide a $64,900 in-kind match for the Federal appropriation of <br />$800,000. As such, this would make for a total grant award of $907,456. No in-kind <br />match is required for the State appropriation. <br /> <br />· The operating funds will be used for museum programming, fabrication and <br />upgrading. The capital funds will be used for master planning, exhibit design and <br />construction. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $842,556 IN THE GRANTS FUND FOR <br />PLANNING, DESIGN, OPERATIONAL SERVICES AND CONSTRUCTION RELATED <br />TO THE CHILDREN'S MUSEUM OF VIRGINIA." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 175 - Adoption of a resolution to approve a naming rights policy for the Courthouse <br />Galleries of the Portsmouth Museums as an initial step to provide for fundraising <br />opportunities. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to grant permission for the <br />installation of donor recognition plaques in the Portsmouth Museums. <br /> <br />Purpose and Need: <br /> <br />· Museums use the naming of galleries and other museum areas as an incentive for <br />large gifts. <br /> <br />· Galleries are named for life or for a term of years. The naming generally follows a <br />major capital campaign. <br /> <br />· When families "buy into" this type of gift, it is with the understanding that this will <br />create a living legacy for that family. <br /> <br />· From a fundraising standpoint, there are advantages. First, the donor gains prestige <br />through public recognition of the donor's generosity. Second, prospective donors are <br />encouraged to attain the same acknowledgement through their contributions. <br /> <br />· The Portsmouth Museums Foundation desires to enter into a donor recognition <br />naming program and plans to begin with the Courthouse Galleries. <br /> <br />· Adoption of the resolution will allow the installation of plaques on City-owned <br />property. <br /> <br />Financial Impact: <br /> <br />· There is no requirement for funding from the City of Portsmouth. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE RECOGNITION OF DONORS TO THE <br />PORTSMOUTH MUSEUMS. <br /> <br /> WHEREAS, the financial gifts of public and private donors are essential to the <br />fundraising efforts of museums and other public cultural institutions; and <br /> <br /> <br />
