June 11,2002 <br /> <br />"ORDINANCE TO AMEND CHAPTER 37 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY ADOPTING NEW SECTIONS 37-251 <br />THROUGH 37-251.4 CREATING A TOWING ADVISORY BOARD." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 173 - Adoption of an ordinance to appropriate $338,500 from State funds for fiscal <br />year 2002 in the General Fund for Wireless E-911 to be used for necessary mapping <br />hardware and software to support the Emergency Communications Center with the <br />reception of wireless calls. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $338,500 from State funds for fiscal year <br />2002 in the General Fund for Wireless E-911. <br /> <br />Purpose and Need: <br /> <br />· The Commonwealth of Virginia Wireless E-911 Services Board has approved a cost <br />recovery request in the amount of $338,500. <br /> <br />· The funding will provide the necessary mapping hardware and software to support <br />the Emergency Communications Center with the reception of wireless calls to include <br />the Automatic Number Identification and Automatic Location Identification by providing <br />X and Y location coordinates. <br /> <br />· Phase II wireless technology will improve public safety customer services by <br />allowing the City's dispatchers to determine the location of incoming wireless calls that <br />in some cases may contribute to shorter response times. <br /> <br />· This funding is a supplemental allocation for FY 2002 that exceeds the approved <br />City budget amount; therefore a supplemental appropriation to increase the total budget <br />is necessary. <br /> <br />Financial Impact: <br /> <br />· There will be no net impact to the City's financial condition as both revenues and <br />expenditures will be increased by $338,500. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $338,500 IN THE GENERAL FUND FOR <br />WIRELESS E-911 TO SUPPORT THE EMERGENCY COMMUNICATIONS CENTER." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 174 - Adoption of an ordinance to appropriate $842,556 in State and Federal grant <br />funds for the Children's Museum for planning, design, operational services and <br />construction. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $842,556 in grant funds for the Children's <br />Museum for planning, design, operational services and construction. <br /> <br />Purpose and Need: <br /> <br />· Congress through the Institute of Museums and Library Services has approved a <br />grant in the amount of $800,000 for operational expenses. The General Assembly has <br />also appropriated $42,556 in Capital funding for the Phase III Construction Plan. <br /> <br /> <br />
