June 11,2002 <br /> <br />· Additional positive indirect financial impact will be derived from this <br />investment of approximately $3.5 million in private capital in our downtown. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING A MEMORANDUM OF INTENT WITH THE <br />PORTSMOUTH MUSEUMS FOUNDATION. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that: <br /> <br /> 1. The Interim City Manager is hereby authorized and directed to execute and <br />deliver to the Portsmouth Museums Foundation a Memorandum of Intent which is <br />substantially the same as that which is attached hereto, and made a part hereof. <br /> <br /> 2. The Interim City Manager is further authorized and directed to take all such <br />actions as are reasonably necessary to perform and to effect the intent of said <br />Memorandum of Intent." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />02 - 172 - Adoption of an ordinance to amend Chapter 37 of the Portsmouth City Code <br />to create a Towing Advisory Board to include representatives of local law enforcement, <br />towing and recovery operators and the general public. <br /> <br />The purpose of the Board would be to advise the governing body of the City with <br />regard to tow and impound issues within the City. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance creating a Towing Advisory Board to advise the City <br />Council with regard to vehicle towing and impound issues. <br /> <br />· The Board will include City personnel and representatives of towing and recovery <br />operators and the general public. <br /> <br />Purpose and Need: <br /> <br />· State law requires that any locality adopting an ordinance or entering into a contract <br />pertaining to the towing, recovery or impoundment of motor vehicles and trailers must <br />appoint a Towing Advisory Board to advise the locality on such issues. <br /> <br />· State law also specifies that membership of the Board should include <br />representatives of law enforcement agencies, towing and recovery operators, and the <br />general public. <br /> <br />· The proposed ordinance will provide for a seven-member board composed of the <br />Chief of Police or his designee, the Director of General Services or his designee, the <br />Director of Planning Services or his designee, two representatives of towing operators, <br />and two citizens. The Board will be appointed by the City Council. <br /> <br />· Creation of the Board will permit the City to obtain the required advisory input <br />without delay. <br /> <br />Financial Impact: <br /> <br />· This resolution will have no direct negative financial impact on the City. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br />
