REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />02 - 158 - Adoption of a resolution authorizing the sale of Sleepy Hole Golf Course and <br />certain water transmission facilities to the City of Suffolk. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the sale of Sleepy Hole Golf Course and certain <br />water transmission facilities to the City of Suffolk. <br /> <br />Purpose and Need: <br /> <br />· The City has owned Sleepy Hole Golf Course since 1966, having obtained it largely <br />through a federal grant. It is of only marginal value to Portsmouth residents because of <br />its location several miles outside the City, and also because of the recent major <br />enhancements to the City's Bide-A-Wee Golf Course and the Links at City Park, both of <br />which are located within the City. <br /> <br />· The City has earned only marginal financial returns from its operation of Sleepy Hole <br />in recent years, it is not a lucrative financial investment, and it burdens the City with the <br />continued responsibility of management and oversight. <br /> <br />· The sale of Sleepy Hole to Suffolk on mutually fair financial terms, as provided in the <br />attached contract, will yield significant financial gain for the City. <br /> <br />· The water transmission facilities, which are to be sold with the golf course, are of <br />little value to Portsmouth but of significant value to Suffolk. Conveying them to Suffolk <br />for fair compensation, as provided in the attached contract, benefits both Suffolk and <br />Portsmouth. <br /> <br />Financial Impact: <br /> <br />· The City will receive a purchase price of $4.4 million, payable half at closing on the <br />Golf Course, half on conveyance of the water transmission facilities. <br /> <br />· The City will pay to construct certain new water transmission facilities for its own <br />use, at an approximate cost of $400,000. <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the background of Sleepy Hole <br /> Park. <br /> <br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following <br />resolution with the implementation of the approval by Suffolk City Council and also, the <br />City Manager and City Attorney to resolving any remaining matters, so as to protect the <br />City's interest, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AN AGREEMENT WITH THE CITY OF SUFFOLK <br />FOR THE SALE OF SLEEPY HOLE GOLF COURSE AND CERTAIN WATER <br />TRANSMISSION FACILITIES. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that: <br /> <br /> <br />
