May 14, 2002 <br /> <br />02-110{D): <br /> <br />"ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 16-64, 16-65, AND <br />16-66 THEREOF PERTAINING TO REFUSE COLLECTION RATES." <br /> <br />02-110(F): <br /> <br />"ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE <br />CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1, <br />2002 AND ENDING JUNE 30, 2003. <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to adopt the following <br />ordinance, including the establishment of salaries, for the Interim City Manager, City <br />Attorney, City Assessor, City Clerk, Mayor and Council members effective July 1, 2002, <br />with the salaries of the Mayor and City Council members salary remaining the same, <br />and was adopted by the following vote: <br /> <br />02-110(E): <br /> <br />"ORDINANCE ADOPTING THE 2002-2003 CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />02 - 146 - Adoption of an ordinance to amend Chapter 12 of the Code of the City of <br />Portsmouth pertaining to public procurement and contracting. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 12 of the Code of the City of <br />Portsmouth by amending sections 12-271, 12-273, 12-278, 12-183, 12-183(c), 12- <br />212(a), 12-215, 12-217, 12-250(b), 12-253, 12-278 and 12-280 and by adding sections <br />12-182(d), 12-254 and 12-255, pertaining to public procurement and contracting. <br /> <br />Purpose and Need: <br /> <br />· The State has adopted changes in the State Public Procurement Act; therefore, the <br />City must reflect the changes that are considered "mandatory" in order for the City Code <br />to be in compliance with State law. <br /> <br />· The State also adopts "optional" code provisions that may be adopted by localities. <br />The City is proposing to adopt certain "optional" provisions that are applicable for <br />existing City policy. <br /> <br />Financial Impact: <br /> <br />· There is no significant financial impact from passage of this ordinance. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 12-171, 12-173, <br />12-178, 12-182(c), 12-183, 12-212(a), 12-215, 12-217, 12-250(b), 12-253, 12-278, AND <br />12-280 AND BY ADDING SECTIONS 12-182(d), 12-254 AND 12-255 PERTAINING <br />TO PUBLIC PROCUREMENT AND CONTRACTING." <br /> <br /> <br />
