May 14, 2002 <br /> <br />e) The new Classification and Pay Plan for City employees encompasses the schedule <br />for grading of each position within the City, as well as the pay range for the <br />responsibilities that the position merits. It also establishes the salaries of the individuals <br />appointed by the City Council. <br /> <br />f) This ordinance will appropriate $367,237,864 for the total Annual Operating Budget <br />on a per fund basis for the Fiscal Year beginning July 1, 2002 and ending June 30, <br />2003. <br /> <br />Financial Impact: <br /> <br />· By law, the operating budget must be balanced with estimated revenues and other <br />funding sources equaling appropriations. The Proposed Operating Budget for the Fiscal <br />Year 2003 complies with this law. <br /> <br />1. Tammy Woods, 4401 Edwin Road, spoke on unfair and inequitable assessments to <br /> her property. <br /> <br />2. Robert Rose, 3108 River Edge Drive, spoke in opposition to inconsistency in <br /> assessments. <br /> <br />3. Steve Carroll, 3112 River Edge Drive, spoke in opposition to inconsistency in <br /> assessments. <br /> <br />4. Reverend Shirley Hines, 2008 Elm Avenue. spoke on the inclusion of relocation <br /> funds for Fairwood Homes residents. <br /> <br />5. Ernestine Derleth, 427 Gloucester Avenue spoke on drainage improvements in the <br /> South Fairview Heights area. <br /> <br />6. Garrett Shelton, 411 County Street, spoke ~n support of the pay plan and suggested <br /> an explanation of the July and January increases be explained to employees. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinances, and was adopted by the following vote: <br /> <br />02-110(A): <br /> <br />"ORDINANCE TO RE-ENACT ORDINANCE NO. 2001-18 IMPOSING AND LEVYING <br />TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1sT AND ENDING JUNE 30TM , <br />UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE <br />PERSONAL PROPERTY, PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY- <br />OWNED CAMPING TRAILERS AND MOTOR HOMES, AND MACHINERY AND <br />TOOLS WITH THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF <br />RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND <br />THE PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE <br />PUBLIC DEBT." <br /> <br />02-110(B): <br /> <br />"ORDINANCE TO AMEND CHAPTER 31.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA BY AMENDING SECTIONS 31.1-50 AND 31.1-51(a) AND <br />(f) THEREOF, PERTAINING TO STORMWATER UTILITY FEES," <br /> <br />02-110(C): <br /> <br />"ORDINANCE TO AMEND CHAPTERS 7 AND 38 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 7-138(b), 38-40(a)(1) <br />AND (a)(3), 38-429(a)(1), 38-83, 38-94(c), AND 38-117(a) THEREOF PERTAINING TO <br />RATES AND FEES FOR WATER AND SEWER SERVICE." <br /> <br /> <br />
