<br />PERTAINING TO ANNUAL LEAVE FOR CITY EMPLOYEES.,'

<br />Madalyn Morris Grimes, 108 Florida Avenue, spoke in support of
<br />the recommendation to hire additional environmental inspectors.

<br /> Notion by Mr. Pitts, and seconded by Mr. Hawks, to adopt
<br />the following ordinance:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION
<br />OF THE CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING
<br />JULY 1, 1995 ~ ENDING JUNE 30, 1996."

<br /> Motion to amend by Mr. Martin, and seconded by Mr. Pitts,
<br />to make a one time contribution to Tidewater Community College
<br />in the amount of $125,000, and was adopted by unanimous vote.
<br />
<br /> MOtion to amend by Mr. Pitts, and seconded by Mr. Griffin,
<br />to add a $15,000 donation to Child Abuse Center, and was adopted
<br />by unanimous vote.
<br />
<br /> Motion to amend by Mr. Martin to have a one time
<br />appropriation for Police and Fire retirees and spouses that earn
<br />less than $15,000,and was defeated due to a lack of a second.
<br />
<br /> Motion to amend by Mr. Pitts, and seconded by Mr. Hawks, to
<br />have the Museum and Fine Arts Commission to disperse funds for
<br />the support of the Cultural Arts, and was adopt by unanimous
<br />vote.

<br />95-213 - Letter from the City Manager recommending adoption of
<br />an ordinance establishing a blanket hauling permit for identical
<br />loads and increasing the fee for single trip moves from $10 to
<br />$25.
<br />
<br /> "In response to a request from local contracting companies,
<br />the Traffic Engineering Department has made an investigation of
<br />the fees involved in obtaining a Hauling Permit, and the need to
<br />issue Blanket Hauling Permits.
<br />
<br /> Their investigation revealed that other cities in the
<br />Hampton Roads area currently issue blanket hauling permits to
<br />cover more than one of the same type cargo. This reduces delays
<br />in obtaining redundant permits for the same load. It provides
<br />more equitable fees for contracting companies based in
<br />Portsmouth who have the need to travel to and from various and
<br />different work sites several times per week. Also, it was
<br />determined that the $10.00 fee Portsmouth presently charges for
<br />single trip moves has not increased in more than fifteen (15)
<br />years, and is not in line with the fee other cities in this area
<br />charge.
