I do not believe tha-t the Hospital bill should be allowed. The attached detailed bill
from the Kings Dmu~hters Hospital shows that the usual ward services were furnished Nr..Sykes
for a period of three days and then at the-request of certain f~iends, he was transferred
to a private room and furnished apparently with a special nUrse. The ward services amo~ute~
to $137.25, which will be furnished g~atis b~ the Hospital in accordance with its agreement
with the City. The ex-ray work and laboratory work amounting to $12.55 will be paid for by
the City. This leaves a balance due the Hospital of $159.5O, for which, in my opinion, the
City is not responsible.

I, ~herefore, recommend that Mr, Sykes be re-imbursed for eighty five days at $~ O0 per
day, making a ~otal of $3~O. 00 mhd that a special appropriation be made for this purpose."

On motion, the communication was referred to the Finance Committee.
2nd. Noti? of the mp~oint~Dr. C. A..Erause as Chief Food Inspebtpr for a probation-
a~y period of smxt~ys, wmth the understanding that if his services hmve been satisfactory
at the expiration of this period, the appointment will be made permanent, the appointment
being effective August
On motion, the notice was ordered to be filed.
3rd. "Forw~ds an ~ordinanoe ~mending and re-ordaining Section 3 of an ordinance entitled,
'An O.rdinan~oe providing License Fe~s, Rules and Regulations for the Opera~ion of Jitneys in
the Cmty ox Portsmouth.'

This ordinance simply renders it lmwful for me ~o mcoep~ either a bond or indemnity
policy covering the operation of jitneys. The present ordinance permits me to mceep$ bonds
only. The City Attorney and I mre'of the opinion that an indemnity policy sufficiently pro-
tects the City."

The following is the ordin~nce:
An Ordinance to. Amend and Re-ordain Section 3 of ~n
Ordinance entitled, "An Ordinance Providing License Fees, Rules and Regulations for the Ope-
ration of 'Jitneys' in the City of Portsmouth."

On motion of Mm. Esleeck, the ordinance was placed on its first reading.
5th. "In me~ordanee with your instructions, I beg to state~ ~hat the smooth paving on
the West side of Crmw~ord Street, between High and South, and a 12 foot concrete sldew~lk
from a point 100' South from Columbia Street to the 8outh line of Wythe stree~ on the East
side of Crawford and First Streets, will cost a total of ~3~00.O0.

This street is really the principal route for'vis~tors to the Nmvy Y~rd and I am of
the opinion that it should be improved in the manner indicated."

On motio~, the communication was referred to Finance Committee.

6th, "Soon mfter my a~ri~al in Portsmouth, I made a tentmtive arrangement, subject to
the appr~vS~lm of the Council, for the installation of garbage cans on the ~treets, on condition
that certain advertising privileges were allowed the contractor. Th~ fell through~ as the
contractor was unable to meet the limitations on advertising placed on him-, There w~s con-
siderable unfavorable comment mt the time on the proposition, ~t being referred to ms 'small
town stuff,' etc., ~ut I find that Baltimore, Piohmond and Norfolk hmve ~rrangements of this
kind and in Norfolk three hundred receptacles have been installed without .expense to the City.
There are of ~n excellent type and contribute much to keeping the streetsOf the'Cit~'clsan.

"I will probably not ~e able to make as favormble a contract as ~as'.possible t~o years
~go, but it can be arrange~ So that such receptacles will cost the City o~ PortSmouth nothing.
We must either make an ~rra~gement of this kind o= purchase receptacles owtri~ghtmt~ o0st
of sixty to seventy, ye dollars each. t recommend that I be authorized to ~meE~$Zm~$.f~r re-
ceptmoles of ~ni with the understanding~that the final contract wi~I be sdbmitte~ to
the Council bef ~val." ~

On motion ~ White, the recommendation of the ~an~ger was ~dgp~ed.

These two dmms will cost $!,000. OO and m special appropriation of this amount is M$oom-
mended."

On me,fen, the recommendation was ~eferred to Finance Committee.
